This position will lead and manage the Minnesota Department of Agriculture's internal controls, risk assessment and compliance efforts. The coordination of internal controls provides assurance to management that the agency's governance, risk management, and control activities are effective and efficient.

This position is responsible for

  • developing, monitoring, and implementing the agency's risk assessment plan, its grants oversight program; and assessing the need for, and developing, an agency internal audit function.

  • ensuring internal control weaknesses are identified through risk assessments, internal or external audits and are remediated, and instances of fraud, waste, and abuse are minimized .

  • recommending process improvements to management that add value to the organization and to external partners.

  • taking the lead in outside audits with the Federal Government, the Office of the Legislative Auditor (OLA), Office of the State Auditor (OSA), and other regulatory agencies.

  • representing the agency on statewide committees, and keeping informed of new audit policies, procedures, legislation, opinions, and ideas so that professional standards are maintained.

This position is located in St. Paul and may have the ability to telework from home.

Minimum Qualifications

To facilitate proper years of service crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.

Four (4) years of demonstrated experience with concepts related to the design, implementation, and documentation of internal control systems, fraud prevention and detection, organizational risk management, financial reporting, funding strategy, risk management and internal controls framework.

A bachelor’s degree in Business, Accounting, Finance, or related field may substitute for one (1) year of experience, OR a Master’s degree in Business, Accounting, Finance, or related field may substitute for eighteen (18) months of experience.

Additional required experience includes:

  • Knowledge of Generally Accepted Accounting Principles (GAAP) sufficient to direct accurate and timely financial transactions and reporting.

  • Ability to recognize risks and address them through policies or other changes.

  • Experience with training program development and implementation, and policy and procedure development.

  • Demonstrated written and oral communication skills sufficient to provide sound management advice and consultation to senior state leaders and execute engaging oral presentations.

  • Ability to establish and maintain effective working relationships with managers and key contacts within the department, at other state departments, other units of government and private entities.

  • The ability to celebrate diversity and a strong commitment to a respectful and inclusive work environment.

Preferred Qualifications

Certified Internal Auditor (CIA), Certified Public Accountant (CPA), and/or Certified Government Auditing Professional (CGAP) certification or other related certification.

Knowledge of or technical expertise in Government Accounting Standards Board (GASB) and Generally Accepted Government Auditing Standards (GAGAS) pronouncements and practices, Green Book Standards for Internal Control, or Committee of Sponsoring Organizations' (COSO).

Experience with writing risk assessments and creating quality controls for program(s) and departments.

Experience testing programs and documenting results bases on policies and procedures in place.

Knowledge and experience working with the OLA and/or other audit engagements.

Prior experiences with instilling continuous improvement ideas/practices.

Knowledge of the principles and practices of public administration/management and an understanding of state and federal laws, rules, and regulations as they apply to grant making and financial services.
