This position is responsible for overall coordination and strategic oversight for Minnesota’s models of integrated behavioral health care and related payment reform: Behavioral Health Home Services (BHH), Certified Community Behavioral Health (CCBHC) and Psychiatric Collaborative Care (PCC). These models of care are a continuum of integrated services for the treatment of psychical health, mental illness and substance use disorders. This position provides leadership guidance, policy direction, technical expertise and recommendations to BHA directors and management to develop and lead implementation of integrated service models statewide.

This incumbent will provide lead direction for deepening the reach of the integrated service models as statewide Medicaid benefits. The incumbent will analyze available data to set policy direction and recommendations as follows; provide strategic guidance to DHS management, partners and providers, lead processes for legislative changes, communicate policy updates to staff and internal and external stakeholders and partners, facilitate and coordinate continuous improvement activities to increase access to high quality services for Minnesotans and ensure a comprehensive culturally responsive service system. The incumbent will work across divisions, administrations and with external partners and stakeholders.

The incumbent will work with department-wide staff to utilize fiscal expenditures, program evaluation, and quality indicators to recommend improvements to the overall behavioral health service delivery system and corresponding reimbursement rates. As a member of the Behavioral Health Division the incumbent will integrate and have knowledge of the broader healthcare system in relationship to behavioral health systems of care across the life span.

Under administrative direction, the incumbent is responsible for managing cross-administration activities within the Behavioral Health Administration (BHA) and across administrations, including the Office of Inspector General (OIG), DHS Licensing Division and the Health Care Administration (HCA) to implement integrated treatment services and supports, and payment reforms.

Domain of responsibilities include:

  • Provide administrative leadership on the cross-divisional, cross-agency, multi-year initiative to further develop the state’s mental health continuum of care, including integrated services and payment models based on the Department’s priorities. Areas of focus have been identified: equity and inclusion, funding alignment, integrating state & federal policy, expanding services & activities, innovative service transformation and furthering integrated health care.

  • Lead ongoing oversight of legislative work impacting the mental health continuum of care and related programs and payment. This responsibility includes identifying needed policy changes, developing legislative proposals, informing bill language and fiscal assumptions.

  • Working with research and evaluation staff to determine gaps in access to and availability of services, determine where to allocate state and federal resources to develop a continuum of mental health services that results in increased geographic and demographic service access and availability. Direct major service delivery design and implementation in the areas of mental health, substance use disorder and integrated models of care in accordance with division priorities and state and federal regulations and mandates.

Minimum Qualifications

Three (3) years of specialized experience working with Medicaid, mental health policy and/or, payment reform programs.

Experience must clearly demonstrate:

  • Health service delivery system including specific knowledge about payment and care delivery reform efforts at the state and national levels.

  • Understanding of federal, state, and county government laws, rules, regulations, and guidelines regarding Medical Assistance and MinnesotaCare programs or another state Medicaid program.

  • Expertise in health care purchasing strategies, cost containment and performance measurement, and value-based purchasing methods, including quality incentive programs.

  • Must have a valid driver’s license.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.

  • Familiarity with the community resources and concerns of the key stakeholders involved in behavioral health care.

  • Advanced degree in social work, psychology, public health, healthcare administration or a closely related field and preferably be licensed as a mental health professional.
