This position will be part of the Enterprise Services team, which delivers a full suite of services to state agencies, boards, councils, and commissions, and many central services to local government partners.

The Application Security Analyst is responsible for establishing and overseeing a program at the Minnesota Department of Employment and Economic Development (DEED) that holds developers accountable for the security of their code bases. This role focuses on strategizing, developing, and enforcing security standards and compliance measures across software development processes, rather than direct involvement in writing or reviewing code. The Application Security Analyst is responsible for establishing and overseeing a program that holds developers accountable for the security of their code bases.

Responsibilities include:

  • Ensuring that security is considered at each stage of the software development lifecycle (SDLC).

  • Aligning software development and maintenance with applicable regulations and standards.

  • Proactively identifying and remediating vulnerabilities within both the agency’s custom applications and those supplied by vendors.

  • Create, implement, and maintain automated tools for continuous security testing and compliance monitoring.

  • Working with IT teams, developers, and vendors to integrate security into the application lifecycle and advocating for security best practices and facilitating a culture of security within the agency.

  • Creating detailed security documentation and training to improve various team members’ understanding and implementation of security guidance.

This position is currently eligible for full-time telework:

  • Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.

Minimum Qualifications

Position requires a minimum of three (3) years of IT related experience in Information Security.

Experience must include:

  • Experience and working knowledge of systems analysis and computer programming design techniques.

  • Experience and knowledge of secure software development lifecycle (SSDLC) practices.

  • Knowledge of data integrity, availability, and confidentiality concepts, and how they relate to data protection.

  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

  • Customer service skills that include active listening, empathy, and problem-solving.

A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.

Preferred Qualifications

  • Knowledge and understanding of the State’s computing environment and the Minnesota Data Practices Act.

  • Certified Information System Security Professional (CISSP).

  • Certified Web Application Security Professional (CWASP).

  • OWASP Certification.

  • Certified Secure Software Lifecycle Professional (CSSLP).
