CITY OF ST GEORGE Employee Relations Manager in ST GEORGE, Utah

Salary and Benefits

Employee Relations Manager      Salary:  $61,854/year

Individuals hired in this position have the opportunity to progress up to $92,780/year, which is the maximum salary for this position as of December 2023.

Position Summary

Under the direction of the Human Resources Director, performs routine to complex technical duties as required for the City of St. George to support the total personnel program.  Responsible for administering a range of activities related to employee/labor relations, performance appraisals and special projects.

 

Essential Functions (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics.  The list of tasks is illustrative only and is not a comprehensive listing of all functions and tasks performed by positions in this class.)

1.      Assists the Human Resources Director in administering and monitoring employee discipline and appeals processes and the problem resolution process; assists in providing counsel on discipline and problem resolution; and assists in corrective actions, resolving employee problems, and charges of discrimination involving employment, discipline, transfer, termination, etc.

2.      Provides assistance in investigating potential compliance violations and assists with advising on opportunities for remediation/prevention of workplace issues that impact morale, productivity and organizational performance.

3.      Assists in determining, gathering, and analyzing evidentiary information necessary to evaluate compliance issues.

4.      Administers and monitors employee performance appraisal program and process to ensure that the program objectives are met, and employee performance is rated consistently throughout the City's departments. Monitors performance improvement plans.

5.      May act as a liaison between managers and employees and provides employee relations support.

6.      Participates in the formulation of personnel policy, ensuring that administrative and human resources practices are in compliance with regulations, policies, and appropriate laws. Recommend personnel policy changes to the Director of Human Resources.

7.      Assists in monitoring and ensuring archives and records compliance with related laws and regulations.

8.      Assist Human Resources Director in providing advice and counsel to managers and supervisors regarding personnel practices, policy and employment laws.

9.      Assists in monitoring City compliance with federal and state personnel and liability related laws and regulations.

10.  Coordinates and conducts generalized and specialized training activities, including manager/supervisor training.

11.  Provides assistance to the Payroll Manager, Benefits & Compensation Manager, Talent Management Manager, Human Resources Administrator I and II, and the Human Resources Director as needed.

12.  Monitors and distributes legal notices, employment law posters, and City notices that need to be posted at all required City locations.

13.  Tracks employee progress, noting promotions, recognitions and policy violations and documenting them accordingly.

14.  Responds to notices for Claims for Unemployment, as well as requests for employment verification.

15.  Ensures confidentiality of employee records.

16.  Assists in an nual Open Enrollment for healthcare and benefits programs.

17.  Assists with completing GRAMA requests; salary s rveys, as well as requests for employment verification and FMLA.

18.  Tracks, prepares, and files all EEO reports with the U.S. Department of Justice.

19.  Responds to special project requests by Human Resources Director.

20.  Performs other related duties as required.

Typical Physical/Mental Demands/Working Conditions

Light physical effort in office environment.  Infrequent lifting of light to medium weights up to 25 pounds.  Sitting or standing for extended periods of time operating assigned computer or office equipment.   Moderate exposure to stressful situations as a result of human behavior.

 

Qualifications

Education: Graduation from an accredited college or university with a bachelor's degree in human resources, personnel administration, business management, public administration, or closely related field (preferred).  Relevant full-time Human Resources experience may be substituted on a year-for-year basis.

Experience: Minimum of four (4) years full-time progressively responsible experience in human resources.  Preference will be given to individuals who have experience in public sector human resources and employee/labor relations; professional supervisor/employee training and development.

Licenses and/or Certifications:

•         Must possess a valid driver's license.  A valid Utah Driver License must be obtained within 60 days of hire and be maintained throughout employment.

•         PHR, SHRM, or PSHRA Certification preferred. 

 

Knowledge, Skills, and Abilities

Knowledge of:

•         Employee/labor relations principles and practices.

•         Basic employment laws and practices.

•         Modern office terminology and procedures, telephone techniques, and time management skills.

•         Letter and report compo sition; grammar and punctuation; and professional business writing skills including letters, reports, forms, table of contents, bibliographies, etc.

•         Knowledge of various adult learning styles.

•         Computer software applications and browsers/social media.

•         Basic human resources principles and practices.

•         Healthcare and benefit programs.

•         Type 30 words per minute (net).
