SAIC Knowledge Management and Strategic Communications Systems Engineer in SPRINGFIELD, Virginia
Description
SAIC is looking for a well-qualified, Systems Engineer with experience in Knowledge Management and Strategic Communications to join an exciting program in Springfield VA , to support our customer in managing a portfolio of advanced capabilities in the maritime domain. The position supports Enterprise-level Systems Engineering (ESE) focused on governance, lifecycle management processes, and portfolio management at a Program Office level. Collective ESE team tasks include Requirements Management, Schedule Management, Acquisition Management, Risk Management, Configuration Management, Digital and Model Based Engineering Management, Test and Evaluation, and Operations and Sustainment planning and support.
This Systems Engineer would be the ESE team’s Knowledge Management & Strategic Communications Specialist who will be responsible for driving the creation, management, and dissemination of technical knowledge within the ESE Team and across the Program Office. This individual will also play a key role in developing and executing strategic communications efforts to ensure the team’s objectives, progress, and successes are effectively communicated to internal and external stakeholders. This role requires a combination of technical understanding, knowledge management, and strong communication skills to support systems engineering processes and foster collaboration. Job duties for this position include, but are not limited to:
Knowledge Management:
Develop and implement a comprehensive knowledge management strategy for the ESE team to improve knowledge sharing, retention, and accessibility across the enterprise.
Design and maintain centralized knowledge repositories, ensuring accurate, up-to-date, and easily accessible content (e.g., documentation, reports, lessons learned, best practices) for Program Office use.
Organize and facilitate knowledge sharing sessions, workshops, and training material to foster collaboration and the exchange of best practices throughout the enterprise.
Stay current with trends, technologies, and best practices in systems engineering and knowledge management to ensure the team remains on the cutting edge of industry standards.
Oversee the creation and implementation of processes to transfer knowledge from experienced team members to new hires, ensuring continuity in expertise and reducing knowledge gaps.
Establish and support communities of practice or special interest groups to encourage ongoing learning and development within the systems engineering discipline.
Promote and manage the use of knowledge management platforms (e.g., SharePoint), ensuring that tools are effectively utilized and meet the needs of the ESE team.
Strategic Communication:
Work closely with cross-functional teams, including project management, engineering, and technical experts, to ensure timely and accurate communication of system engineering project goals, risks, and progress.
Generate high-quality content (e.g., technical papers, white papers, case studies, process documentation) and curate existing materials to ensure consistent and effective communication of key technical concepts and innovations.
Develop and execute communication strategies to promote the team’s achievements, milestones, and goals to senior leadership, clients, and other stakeholders.
Design and deliver executive-level presentations, progress reports, and status updates for senior leadership and clients, ensuring alignment with team strategy and goals.
Develop and implement communication campaigns to promote new initiatives, technological advancements, and engineering solutions to various stakeholder groups.
Track and analyze the effectiveness of internal and external communications through feedback, surveys, and other metrics to continuously improve communication strategies and tools.
Assist in change management efforts by creating communication materials that support the adoption of new processes, tools, or methodologies within the ESE team and across the organization.
Qualifications
Required education and experience:
- Bachelors in a technical field such as engineering, physical sciences, mathematics, or operations research and five (5) years or more experience; years of experience may be substituted in lieu of a degree.
Required skills:
5+ years of experience in Systems Engineering processes, including technical management and technical processes, with the ability to translate customer or stakeholder requirements into detailed design features, while identifying and mitigating associated risks throughout the system development lifecycle;
The individual selected will have experience in understanding content-lifecycle management, content library structures, content labeling and tagging, search as it pertains to KM practices (Information Architecture).
The individual selected for this position will have experience developing targeted, multi-channel communications strategy leverage the right messages and communication techniques for senior executive consumption as well as middle managers and front-line project officers, as well as proficiency in oral and written communications and experience with Microsoft office software applications.
The individual selected for this position will have experience in developing comprehensive strategy to guide organizational change, applying change management techniques, and working within the prevailing organizational culture(s).
Required clearance:
- An active Top Secret clearance with eligibility for access to sensitive compartmented information (TS/SCI) with ability to complete a counter-intelligence (CI) scope polygraph (post-hire).
Desired Qualifications:
Experience using systems engineering, knowledge management, and digital engineering tools to promote modern and efficient program/project capability acquisition processes.
Prior Systems Engineering or Program Management acquisition certifications from the Defense Acquisition University or equivalent authority.
