V2X IT Enterprise Governance Manager - active Top Secret clearance in Springfield, Virginia

We are hiring for a IT Enterprise Governance Manager – Top Secret Clearance to support our government customer based in Springfield, VA. The position is required to be onsite and have an active TS/SCI clearance and the ability to obtain and maintain a Counterintelligence (CI) Polygraph.

Responsibilities

The IT Enterprise Governance Manager is responsible for assisting the Chief of Budget and Performance with the following activities:

  • Building and implementing a scalable and sustainable governance methodology based on the organization's requirements, priorities, funding, and impact towards objectives.

  • Developing policies, processes, and procedures for major governance support functions, for example: milestone documentation and criteria, review gates, decision board functions, etc.

  • Developing and maintaining an IT requirements management process to ensure delivered solutions meet the criteria set forth by the customer.

  • Providing recommendations towards and IT Portfolio Management strategy that encompasses CIO project/program initiatives, core services, and special mission capabilities.

  • Collaborating with cross functional IT stakeholders to proactively manage and address IT governance and portfolio issues.

  • Identifying and analyzing metrics to evaluate and report on organizational and portfolio performance; provides recommendations for improvement as identified.

  • Documenting and maintaining standard processes, procedures, and policies in support of developed methodologies, strategies, and frameworks.

Qualifications

  • Minimum Requirements

  • Education

  • Bachelor’s degree in a STEM field from an accredited University; or certifications;

  • Experience

  • Shall have 10 or more years of combined experience in one or more of the following focus areas: IT enterprise governance, architectural frameworks (i.e. DoDAF, etc.), or project, program, or portfolio management.

  • Demonstrated expertise in the following areas:

  • Developing and implementing strategic solutions that address complex business and technical concerns.

  • Leading and facilitating technical and cultural change across large teams/organizations.

  • Developing, implementing, and maintaining technical documentation, such as processes, procedures, policies, workflows, roadmaps, project plans, etc..

  • Identifying and documenting functional and technical requirements to support the transformation and effective design of business/technical processes.

  • Excellent communication skills, both written and verbal, and skilled in presenting technical concepts to senior leadership/executive management.

  • Shall meet the minimum credential requirements for a Cyber IT/Cybersecurity Workforce (CSWF) position as defined in Section 6, Table 3.

  • Certifications

  • Certified Information Security Manager (CISM); or

  • Certified Information Systems Security Professional (CISSP); or

  • Global Information Assurance (GIAC) Security Essentials (GSEC); or

  • Global Information Assurance (GIAC) Security Leadership (GSLC); or

  • Global Information Assurance (GIAC) Cloud Security Automation (GCSA)

  • Desired Qualifications

  • One or more of the following advanced certifications: ITIL Master, Project Management Professional (PMP), Program Management Professional (PgMP), CISM, CISSP, CASP+, or similar.

  • Understanding and experience operating within an Agile environment.

  • Understanding of DoD/IC policies and practices governing Information Technology.

  • Security Clearance Requirements:

  • The position requires an active Top Secret/SCI clearance with the ability to obtain and maintain a Counterintelligence (CI) Polygraph.
