Summary:
The Community Health Planning Consultant (Consultant) is responsible for overseeing, developing, implementing, and conducting data management and analysis; evaluation projects; and assessment projects for the Public Health Institute of Western MA (PHIWM) as part of their effort to foster health equity. Data management and analysis projects include community or regional survey efforts as well as other types of quantitative assessment projects or aspects of projects. The evaluation projects will focus on a variety of types of projects, including direct service programs, systems and policy change, and collective impact. The position will require expertise in data management and analysis as well as evaluation planning and implementation. The Data and Evaluation Manager will cultivate and strengthen strategic community partnerships and alliances between local, regional, and state-level coalitions and advocacy organizations; community-based nonprofit corporations; and business, social, educational, and health entities.
The position may lead teams working on these projects and convene community partners and clients for a given project. Partnerships could be with sectors such as faith, business, education, academic, healthcare, and social sector entities. This position is also responsible for developing relationships with a variety of community partners in line with PHIWM’s goal of improving health and health equity.
Job Responsibilities:
Develops and implements evaluation plans for prioritizing and collecting data to measure program performance and outcomes and for using this data for program improvement and to demonstrate impact.
Develops structures for data management and analysis at PHIWM.
Develops and conduct surveys, assessments, programs and services that promote best and emerging practices for selected priority health area(s)
Conducts quantitative data analysis and summarizes findings.
Produces data reports and technical products;
Gives presentations
Convenes advisory groups for survey, assessment, and evaluation projects using facilitative leadership techniques and offers opportunities and/or shares experiences, perspectives and expertise on issues such as partnership development, meeting planning, facilitation, and conflict management
Oversees direct staff, subcontractors when necessary, and student interns.
Skills and Competencies:
Experience designing and implementing program and initiative evaluations;
Experience designing and administering surveys;
Quantitative data analysis and summary skills;
Highly proficient writing skills;
Strong interpersonal, facilitation and collaborative planning skills;
Proven abilities to work with and within teams;
Strong written and oral communication skills; bilingual preferred
Proficient with data analysis software (e.g. SAS, STATA, R)
Demonstrated facilitative leadership experiences in a community setting;
Strong understanding of the public health field and issues and the healthcare environment; and
Strong public presentation skills.
QUALIFICATIONS:
Bachelor of Science required
5 years of relevant experience, including 1-2 years of evaluation experience
Masters level college degree in Public Health, Public Administration, Public Policy or related area is preferred
2 years in a role of a program manager or supervisor in a public health or human service program preferred
