Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY INTELLIGENCE OPERATIONS SPECIALIST (TITLE 32), Position Description Number D1508P01 and is part of the IL 183 WG, National Guard. Responsibilities As a SUPERVISORY INTELLIGENCE OPERATIONS SPECIALIST (TITLE 32), GS-0132-13, you will serve as the Group Director of Intelligence, monitoring and overseeing the intelligence collections, analysis, targeting, systems and readiness, and intelligence special security divisions, and combat readiness and training operations; to direct development and sustainment of an in-place and deployable intelligence augmentation capability for force level battle management; to provide broad guidance and direction in ensuring effective management of a program to provide direct trained and certified augmentation forces at the force level in the planning, delivery, and post-delivery phases of Intelligence, Surveillance and Reconnaissance (ISR) operations ranging from feasibility actions and preparation of the battlespace to the application of lethal force at the operational level of war. Major Duties - This is NOT an all-inclusive list: Lead the Group ISR activities to assure they are conducted in concert with Gaining Command's operational procedures, certification and inspection criteria. Assure that lessons learned are included in subsequent training and operations as appropriate. Assure all participating subordinate elements including, but not limited to, Control and Reporting Centers, Air Support Operations Centers, Wing Operations Centers, and associated airborne and other service platforms are included in the Intelligence Surveillance and Reconnaissance cycle. Assure the proper authority, accreditation, maintenance, operation, and manning of a Sensitive Compartmented Information Facility (SCIF) are established for use in supporting the Group's mission. Assure support is provided to federal, state and local agencies when requested, according to applicable directives. Assure that ANG Intelligence recommendations are correlated with AOC Plans, Operations, Communications and Air Mobility Division participants as required. Direct joint intelligence planners to develop scenarios, direct the flow of all intelligence data to participating National Guard and Active Duty units including Air Force, Air Force Reserve, Navy, Army, and Marines. Oversee coordination with internal and external supporting agencies to assure adequate intelligence systems support is provided to the group intelligence function. Facilitate the design, implementation, and evaluation of intelligence collections, analysis, targeting, and dissemination methods and processes to actualize rapid exchange of intelligence information. Exercise full administrative supervisory authority and full technical oversight over subordinate full-time personnel assigned to the Group Intelligence function. This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. May be required to successfully complete a trial period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Officer Only, minimum rank Maj, not to exceed rank of Lt. Col. GENERAL EXPERIENCE: MUST possess the experience, education, or training which demonstrates administrative, professional, investigative, or technical work requiring the ability to deal effectively with others, to collect, evaluate and organize pertinent facts; experience preparing clear and concise written reports. SPECIALIZED EXPERIENCE: GS-13 Level - MUST possess the experience, education or training, which includes at least 1 year equivalent to the GS-12 Level, developing and recommending policy, organizing and carrying out specific programs, evaluating and recommending changes in methods of intelligence operations; experience in administrative, investigative, or technical work which required the applicant to deal effectively with others; experience collecting, evaluating and organizing pertinent facts and to analyze and prepare clear and concise reports. SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess the experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
