Job Summary

This position performs administrative, regulatory, and supervisory work as an agent for Washington State Department of Licensing (WA DOL) in the Spokane County Auditor's Vehicle Licensing Department. The position allocated to this class is responsible to the County Auditor for supervising, coordinating and scheduling the work activities of personnel in the Vehicle Licensing division, in accordance with applicable statute, codes, rules and adopted methods and procedures. Work is performed with considerable independence, under the general direction of the Vehicle License Manager. This position is distinguished from the License Specialist-Lead classification by the added administrative and supervisory duties.

TOTAL COMPENSATION: $64,585 - $90,387 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.

Examples of Duties

  • Supervises and coordinates the work of assigned personnel including assisting in hiring, training, assigning work, evaluating job performance, and recommending disciplinary action as needed.

  • Develops work schedules, ensuring a sufficient number of employees are available at all times to provide an effective level of customer service to customers, and methods of expediting work flow.

  • Performs research and interprets applicable laws, RCWs, codes, WACs and rules as applied to Department of Licensing (DOL) procedures.

  • Provides guidance on the regulations to division staff and subagents.

  • Assists staff in answering complex questions and resolving problems

  • Ensures customer transactions are accurately processed, including performing frequent/daily reviews and audits of staff transactions.

  • Searches records to locate and reconcile posting errors; verifies accuracy of transactions and adjusts errors as necessary.

  • Ensures all cashiering transactions are balanced, reconciled and deposits are made to the Spokane County Treasurer’s Office on a daily basis.

  • Provides assistance to subagents in reconciling their deposits and reports.

  • Creates and maintains detailed transaction and financial activity reports.

  • Provides reports and analysis to Vehicle License Manager of daily and monthly activity of the division.

  • Serves as administrator of Auditor’s DOL checking account, overseeing all departmental accounting and banking activities including: daily bank deposits, accounts payable, accounts receivable, dishonored payments, banking errors, and automated clearing house transfers.

  • Serves as department liaison to Spokane County Information Technology, State of Washington Department of Licensing Information Technology, WATECH, telecommunication vendors, Lexus-Nexus, and office equipment sales and service vendors.

  • Assists in the facilitation, troubleshooting, and repair of all hardware, software, and office equipment including phones, printers, scanners, MICR readers, barcode scanners, pc's, insertion machines, electric letter openers, electric endorsing equipment, electric staplers, etc.

  • Identifies areas of improvement and develops projects to improve upon departmental efficiency.

  • Maintains county physical inventory.

  • Provides backup for the Vehicle License Manager as needed.

  • Performs other related duties as required/assigned.

Minimum Requirements

  • Bachelor’s degree from an accredited college or university in business administration, or related field.

  • Two (2) years of progressively responsible administrative support experience.

  • Supervisory or lead experience is preferred.

  • Prefer experience related to motor vehicle licensing and/or experience working for a government agency.

  • An equivalent combination of education and experience will be considered.

  • Washington State Department of Licensing (DOL) – Vehicle Licensing Representative certification is required. The certification process takes a minimum of 15 months of full time employment to obtain and takes most operators 16-18 months to complete. The process to obtain certification requires a three-tiered certification process that consists of direct supervision, testing, and supervised training hours with each tier comprised of special requirements.

  • Possession of a valid Washington Driver's License at time of employment and proof of insurance.

  • Applicants MUST successfully pass a Washington State Patrol - WATCH background check.

  • All employees in the Vehicle Licensing department are required to also pass a credit history check as well.

  • Knowledge of rules, regulations, processes and procedures related to processing quick title applications.

  • Knowledge of rules and regulations related to processing vehicle and vessel titles and registrations.

  • Knowledge of the operations, functions and terminology common to the department, including the RCW's WAC's and manuals related to national auto titling and motor vehicle registration and vessel titling and registrations.

  • Knowledge of office management, supervisory principles and practices.

  • Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.

  • Skilled in establishing and maintaining effective working relationships with a wide spectrum of agencies, organizations, and individuals - both public and private.

  • Skilled in the use of personal computer and software programs related to the job.

  • Ability to maintain established financial records and reports.

  • Ability to make mathematical computations with speed and accuracy.

  • Ability to understand and execute oral and written instructions and to apply available guidelines to varied situations.

  • Ability to effectively and accurately interpret written laws, codes and regulations and apply same to effective division operation.

  • Ability to effectively direct the activities and personnel of the division.

  • Ability to use standard office equipment and software related to job duties.

PAID TIME OFF

Spokane County Observed Holidays

Up to 10 (ten) paid holidays are observed by Spokane County.

PTO

Non-represented and a select group of represented employees receive a bank of hours that combine both vacation and sick leave into a paid time off bank. There is no waiting period to use this time and it starts out at almost 2 days per month accrual increasing in accrual rates annually for first 5 years.

Vacation

For employees with less than five (5) years of continuous service, the accrual rate is 1 day of vacation each month for a total of 12 days per year. After six (6) months, employees are eligible to take accumulated vacation time. (Please note the vacation time accumulation may vary depending on contract language).

Sick Leave

Sick leave is earned at 1 day per month and can be taken as the days are accumulated.

Other Leaves

Spokane County provides several other paid leaves such as: bereavement leave, jury duty and military duty leave.

INSURANCE BENEFITS

Medical Insurance

Two plans are currently available: Premera Blue Cross (PPO) and Kaiser Permanente (HMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents. Premiums are deducted each pay period (pay periods: 15th and last day of the month).

Dental Insurance

Two plans are currently available: Delta Dental of Washington (PPO) and Willamette Dental (DMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents.

Group Life Insurance

The County provides a $25,000 group life insurance policy to employees. The County provides a $10,000 benefit for those represented by 492, 492CS & 492CL. This benefit is paid in full by Spokane County.

Long Term Disability Coverage

Provides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month. Spokane County pays the full premium for this plan. Deputy Sheriff's receive a benefit through their union for disability.

RETIREMENT

Retirement Plan (401a)

Spokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan. This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement.

Additional Retirement Plan Option (457b)

Employees may supplement their retirement income and save money on taxes by participating in this optional County program. Roth (after-tax) option is also available through this retirement plan.

VOLUNTARY BENEFITS

AFLAC

Supplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance. The employee pays 100% of the premium.

Travel Assistance

Provides additional travel protections anytime you travel more than 100 miles from home. Includes pre-trip information, emergency ticket replacement, and emergency evacuation coverage. This benefit is paid in full by Spokane County.

Flexible Spending Plan (FSA)

Spokane County sponsors a Section 125 Flexible Spending Account to allow out-of-pocket Medical & Daycare Expenses to be paid with Tax Free Dollars. Premiums are automatically set up pre-tax under the FSA.

Voluntary Term Life Insurance

Voluntary Term Life Insurance is additional optional life insurance provided through The Standard Insurance. New employees are guaranteed up to $50,000 for self and $20,000 for a spouse with no medical underwriting needed.

Employees and their family members are eligible to receive free counseling. There are also benefits relating to financial and legal concerns.
