Treasury Accounting Manager Community Colleges of Spokane Location: Spokane Colleges District Office Spokane Department: District Accounting Office Open Continuous. Salary Range: $83,128 - $93,969 Starting salary for this position is: $83,128 (Annually) The salary range represents the earning potential for this position, through training, evaluations and years spent working in this position with Spokane Colleges. About Us Spokane Colleges is comprised of two accredited colleges, Spokane Community College (SCC) and Spokane Falls Community College (SFCC) serving Spokane, Stevens, Whitman, Ferry, and Pend Oreille Counties, as well as portions of Lincoln County. Both colleges are accredited by the Northwest Commission on Colleges and Universities and governed by the Washington State Board of Community and Technical Colleges. About the Treasury Accounting Manager JOB SUMMARY Reporting to the Spokane Colleges District Director of Financial Services, this role supervises the daily operations of the treasury management and accounts receivable department. The Treasury Accounting Manager is responsible for overseeing accounting functions with a primary focus on treasury(cash) management, accounts receivable, daily general ledger journal review and approval, subsequent reconciliation and assistance with financial reporting. All activities must comply with state and federal laws, Washington Administrative Code, District Policies and Procedures and Generally Accepted Accounting Principles (GAAP). CHARACTERISTIC DUTIES AND RESPONSIBILITIES • Responsible for all aspects of general ledger accounting ensuring accounting functions comply with Federal and State laws, Washington Administrative Code, Spokane Colleges policies and procedures and Generally Accepted Accounting Principles (GAAP). * • Responsible for oversight of treasury management function, analysis and reconciliation of monthly and annual bank statements. * • Responsible for the accurate recording, and reconciliation of monthly and annual investment statements to investment transactions and balances in the general ledger. * • Responsible for oversight of balance sheet analysis and reconciliation of monthly and annual reconciliations. * • Responsible for monthly Sales and Use Tax reconciliation, preparation, and filing. * • Oversee and monitor fiscal recordkeeping systems, databases, and spreadsheets; review fiscal records; troubleshoot errors; and recommend corrective action. * • Oversee unclaimed property procedures according to Washington State law. * • Analyze financial information and prepare financial reports for the Chief Financial Officer and District Director of Financial Services, ensuring adherence to professional standards. * • Review fiscal transactions and verify fiscal reports for accuracy; investigate and correct errors to ensure compliance with established state, federal and GAAP standards. * • Interpret fiscal policies and procedures; assist in the monitoring and review of computer input/output; recommend improvements for development and maintenance of computerized financial management and reporting systems. * • Responsible for appropriate controls and procedures related to check and electronic cash disbursements and treasury management. * • Responsible for internal management reporting and analysis to meet internal and external financial statement reporting requirements; ensure proper accounting techniques and controls are used. * • Supervise (train, schedule, evaluate, discipline and respond to grievances) classified and part-time hourly employees.
