Summary This position is part of the National Archives and Records Administration, Communications and Marketing Division. The incumbent is responsible for a wide variety of techniques related to the planning, content development, writing/editing, design, and delivery of internal messages essential to the mission of the agency. Responsibilities The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position. As a Public Affairs Specialist, you will: Help create communication material to promote program events and activities, policies, and initiatives on one or more national communication platforms. Collaborate with cross-functional teams to develop communication plans that provide full-spectrum communications. Develop specific content for assigned audiences, campaigns/projects, and delivery platforms. Solicit information on a regular and ongoing basis from NARA leadership, program officials, and staff nationwide and consult with the director of Employee Communications to prioritize the information in terms of importance, timeliness, balance, and interest and applicability for specific platforms and audiences within the agency. Qualifications You must meet the following requirements by the closing date of this announcement. For the GS-12: You must have one year of specialized experience at the GS-11 grade level in the federal service or equivalent in the private sector, that is directly related to the position as listed above and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as: Researching, planning, implementing, and evaluating social media strategies and tactics for various social media platforms; AND Managing social media accounts for an organization. Experience may include troubleshooting platform performance issues, working with platforms to resolve issues, reviewing terms of service agreements and working with agency counsel on their implementation, managing password security for a large user base, or providing internal customer support for social media content creators within the agency's community of practice; AND Responding to internal and external inquiries for individuals or segments of the public affected by an organization's programs that contribute to the overall understanding of the organization. For the GS-11: You must have one year of specialized experience at the GS-9 grade level in the federal service or equivalent in the private sector, that is directly related to the position as listed above and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as: Creating content for and managing one or more social media accounts for NARA or another similar sized organization with a regional or national following; AND Writing and/or packaging communication products that may include text, graphics, video packages, or photography for the purpose of public information; AND Writing responses to internal and public inquiries on subjects of importance to an organization for distribution to a wide audience. OR Education: Ph.D or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related. OR Combination of Education/Experience: To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. (Only graduate level education in excess of the first two years 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education).
