The Alaka`ina Foundation Family of Companies (FOCs) has a need for a Program Manager/ Research Project Manager to support our government customer located in Silver Spring, MD, with the potential need to travel to remote sites CONUS and OCONUS.

DESCRIPTION OF RESPONSIBILITIES:

  • Authorized point of contact (POC) with the COR.

  • Responsible for formulating and enforcing performance standards, assigning Contractor schedules, reviewing performance quality, and communicating policies, purposes, and goals to subordinates.

  • Coordinate with stakeholders to resolve any issues that may arise, trends relating to the contract, or proposed changes or modifications to the contract.

  • Manage the full project, including staff, budget, communication activities, and all transition and implementation plans and report on the progress of all activities on the project through several reporting modes, including email, telephone/teleconference, and formal report.

  • Submit a formal, itemized Monthly Progress Report (approximately 5-10 pages) organized by major tasks and providing a description of the work conducted for each task. The report shall also include:

  • A summary of the work conducted during the reporting period.

  • Descriptions of any major challenges the Contractor faced during the reporting quarter that have implications for work quality and/or conduct.

  • Efforts to mitigate or assuage the effects of the challenges.

  • Project milestones in relation to accomplishments.

  • Plans and schedules for the next quarter/reporting period.

  • A copy of the schedule of deliverables with a highlight of the latest deliverable completed; and a budget snapshot that shows how project funds are used/spent.

  • Submit a draft (approximately 30-pages) annual report to the COR.

  • The annual report shall provide details about the full conduct of the work undertaken, including the milestones and accomplishments, with a concise breakdown of funds spent to date.

  • Communicate with the COR via e-mail or telephone on all major activities that require the Government’s approval or to notify the Government of any major issue.

  • Schedule and conduct as needed periodic meetings with the COR on a weekly, monthly, or quarterly basis to discuss issues relevant to the progress of work on the project.

  • For each scheduled meeting, submit to the COR a draft agenda that highlights the core discussion points within two days prior to the scheduled meeting.

  • Submit formally organized and detailed notes of each scheduled meeting to the COR within three business days of each meeting.

  • Support in the reporting of MDROs: document efforts to centralize and standardize characterization and reporting of MDROs across the military medical treatment facility enterprise and provide a summary of the conduct of this work in the required annual report.

  • Support the preparation of formal MDRO reports by conducting laboratory testing activities (e.g., isolate, species, and strain characterization; resistant gene characterization; whole genome sequencing to identify organisms, susceptibility characterizations, outbreak), among any others determined by the respective MTF’s request.

  • Play an instrumental role in developing a chart for the preparation of the report.

  • Provide support to the implementation of a high-throughput whole genome sequencing of the MRSN isolate collection and produce from 1,000 to >2,000 high-quality (i.e., in conformity with detailed summaries and with clear QC thresholds) draft bacterial genome assemblies monthly.

  • Provide training to students and fellows at the MRSN to participate in the bacterial sequencing and genomic analysis tasks.

  • Participate in the design and development of technical reports for partners and stakeholders to effectively communicate concise results from complex genomic datasets.

  • Participate in (e.g., analyze, draft, present, or attend) scientific publications, seminars, conferences, and meetings relevant to the MRSN and as determined by mission directives.

    REQUIRED DEGREE/EDUCATION/CERTIFICATION:

  • Master’s degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science, or in a related science (e.g., laboratory science such as chemistry, biochemistry, biology, microbiology, immunology, etc.).

  • Preferred: PhD in Molecular Microbiology, Bioinformatics, or equivalent with an emphasis on bacterial genomics.

  • Preferred: Certificate in Project Management or formalized PM training.

    DESIRED SKILLS AND EXPERIENCE:

  • Five (5) years Project and Program Management experience managing complex teams to achieve contract objectives, on time and within budget.

  • Ten (10) years of experience in bacterial genomes, antibiotic resistance, and mobile genetic elements; with extensive knowledge of bacterial genetics and experience with modern molecular laboratory protocols for the manipulation of bacteria.

  • Ability to resolve difficult or complex problems and train staff.

  • Ability to lead and develop a team of scientists with an emphasis on bacterial genomics and bacterial surveillance.

  • Ability to manage a high-throughput sequencing laboratory focused on bacterial genetics.

  • Comprehensive knowledge of laboratory Quality Assurance and Improvement Program.

  • Comprehensive knowledge of current long- and short-read NGS platforms.

  • Knowledge and experience in DNA extraction and DNA sequencing library preparations.

    REQUIRED CITIZENSHIP AND CLEARANCE:

  • Must be a U.S. Citizen.

  • Must have an active Secret clearance.

  • Must have valid U.S. Passport.
