Kansas City Southern Railway Assistant Roadmaster in Shreveport, Louisiana
Description
This position provides daily supervision of staff to perform cost effective repairs and maintenance resulting in safe track, right of way, and facility conditions for an assigned territory of moderate scope.
Acts as a team lead and coordinates the work of others, supervising the daily activities of operations team members. Applies and enforces guidelines to ensure compliance and equitable application of policies, procedures, practices, programs, processes, and systems and makes suggestions for continued improvement or increased efficiencies. Delivers operational results that align with department commitments. Plans and prioritizes work to meet team commitments. Provides timely and constructive coaching and feedback; develops staff and provides challenging opportunities.
Accountabilities
Assists Roadmaster or manages as directed by Roadmaster with the following:
Schedules and supervises crews and inspects repairs when complete or designates individuals to inspect.
Oversees the operation of test cars and the remediation of defects found (Geometry, Ultra Sonic Rail Test, etc.).
Oversees the operation of the Capital and Operating Expensed Equipment (Rail Grinder, Ballast Trains, Ballast Cleaner, etc.).
Ensures FRA 213, FRA 214 and FRA 219 standards, testing, and inspection requirements are met. Meets with FRA as required to receive feedback regarding track conditions. Ensures compliance with all Federal, State, and Local regulations. Ensures that DOT regulated drivers are in compliance with hours of service.
Manages the bid process and supervises external contractors to project completion.
Plans and meets budget targets for overtime, materials, equipment and tools, maintenance, contractor costs, and crew credit cards.
Manages resources for daily activities and emergency responses.
Coordinates with Dispatch and state and local agencies to schedule construction projects, maintenance work and/or track shut-downs.
Coordinates with Production Gangs, Bridge, Signal, and work by other entities (State, County, City, State DOT and Public Utilities).
Performs accident investigations to ensure a safe environment and prevent reoccurrence.
Participates with Transportation and Mechanical departments on the safety committee.
Demonstrates operational excellence by knowing and applying the business requirements. Demonstrates customer focus and contingency planning to ensure stakeholder expectations are met.
Understands the relevant business metrics and applies effective tactics to sustain a culture of operational effectiveness that produces teams of high performing, engaged and empowered operational leaders.
Identifies when a rule/regulation/policy has been violated and has one-on-one accountability conversations with an individual who has not met expectations, using KCS Candor, Aligning the Stars & KCS ABC's, and have the individual produce better results.

Ideal Candidate Qualifications:
Required
High School diploma or equivalent
Minimum two (2) years of relevant operations experience, or equivalent combination of education and experience
FRA213 (track standards), FRA214 (safety) qualified, FRA 219 qualified
FRA213 (track standards), FRA214 (safety) qualified, FRA 219 qualified
Preferred
Bachelor's degree from an accredited university or college
Previous Kansas City Southern experience
Working Conditions
May work outdoors in inclement weather
Shift work is an essential function of this job. Employees must have the ability and willingness to support critically important railroad operations 24 hours per day/7 days per week, working various shifts as assigned. Schedule assignments may include after-hours, weekends and holidays.
