You will be part of the 9th Air Force (9AF) United States Air Force Central Command (AFCENT), which is the Air Force Service Component of United States Central Command (USCENTCOM), a joint Department of Defense combatant command responsible for U.S. security interests in 27 nations that stretch from the Horn of Africa through the Persian Gulf region, into Central Asia. This position supports the 9th AF Commander, reporting to the 9 AF AFCENT Chief of Staff (CoS).

The Cultural Advisor supports the 9 AF AFCENT Commander and their staff in their daily interactions with senior military and civilian personnel of foreign partners in the command’s assigned area of responsibility, U.S. Central Command.

In this role you will:

  • Provide Cultural Advisor and Interpretation/Translation services to the Commander, 9 AF (AFCENT) at Shaw AFB, SC.

  • When traveling with AFCENT staff, serve as the interface with host government officials in issues regarding support to USAF forces and other DoD activities.

  • Assist in obtaining entry/exit visas, visa extensions, drivers’ licenses, business matters, and customs requirements for countries in theater.

  • Assist with coordination concerning seaports and airports in theater in order to expedite movement of DoD supplies, equipment, personnel, and vehicles.

  • Assist the Staff Judge Advocate in the processing, review, and resolution of claims against the United States.

  • Advise and interpret between military and civilian members of the staff and ranking officials of host nation governments. This may include formal or informal discussions that the contractor must be able to translate orally, with equal facility, from English to Arabic, and vice versa. The contractor shall employ tact and diplomacy while fulfilling duties as translator/advisor with high-ranking officials of host nations and US Government offices, to include American Embassies and various State of Ministries.

  • Type narrative, statistical and tabular material from rough drafts, notes, or brief verbal instructions, operating a word processor with English and Arabic keyboards.

  • Interpret and translate in Arabic and English on subjects including procurement, special projects, plans, finance and general correspondence.

  • Translate correspondence, reports, and technical documents covering the full range of the organization’s mission for the Commander, 9 AF (AFCENT) and/or staff.

  • Perform clear and concise expression orally and in writing at an 11th grade level (in both English and Arabic).

  • Conduct consecutive, accurate translations of on-going conversations/activities (in both English and Arabic).

  • Advise the Commander, 9 AF (AFCENT) on local culture, customs, laws and regulations, and provide cultural training to US forces to enhance mission effectiveness accordingly. This includes all aspects of developing training lesson plans, training aids and conducting training for rotational and permanent party US forces and Command Sponsored Families as required.

  • Function effectively and efficiently during extended periods of high pressure and stress while maintaining a professional demeanor.

  • Assist in basic office administration (answering phones/doors, writing reports) and other related duties in a professional manner as assigned within the general scope of this contract.

  • Shall be directly responsible for performing advisor and expediter duties for 9 AF (AFCENT) staff and facilitating pass paperwork, negotiations, and other issues involving host nation ministries and contractor entities.

  • Provide specific Middle East cultural advice and overall Arabic cultural advice pertaining to customs and courtesies.

  • Assist with personnel allocations for organizational changes.

Qualifications

To be successful in this role you will have:

  • Active DoD Top Secret/SCI Clearance.

  • US Citizenship.

  • Bachelors Degree.

  • To speak and write fluently in Modern Standard Arabic and English, and capable of Arabic and Standard English verbal and written translation.

  • Fluency with Middle Eastern culture and customs and able to conduct yourself properly.

  • The ability to deal unobtrusively with the host nations’ local populace.

  • The ability to function effectively and efficiently during extended periods of high pressure and stress

  • Three years’ work experience as a cultural advisor in Qatar or other Gulf Cooperation Council member countries. Experience may include assisting with agencies such as host nation General Headquarters, Ministry of Transportation, Ministry of Economy/ Commerce, and the Ministry of Interior

  • Three years’ work experience in as an English/Arabic translator and interpreter in a country in which Arabic is the official language

  • Proof of proficiency of 3+ in both Modern Standard Arabic and English from the Interagency Language Roundtable (ILR) or Defense Language Proficiency Test (DLPT) equivalent, and a proficiency of 3 in both Modern Standard Arabic and English from the Interagency Language Roundtable (ILR) or Defense Language Proficiency Test (DLPT) or be willing to take assessment tests to confirm level 3+ proficiency

  • Knowledge of English that uses a wide range of technical, non-technical, and standard terminology, to include American slang and idiomatic phrases, in addition to correct grammar, spelling and punctuation to produce a more precise translation.

  • Proficient in the use of computer-based software both in English and Arabic.

Additional desired experience and skills:

  • Proficiency in Turkish, Hebrew, and or Kurdish written or oral languages
