Alaska SeaLife Center Grants & Contracts Manager 1 or 2 in Seward, Alaska

Grants & Contracts Manager 1:

Summary:

This position is responsible for the supervision and maintenance of the daily operations of grants, contracts and other external funds received by the Alaska SeaLife Center (ASLC), including all related activities with regard to ASLC’s fiscal agent role with the North Pacific Research Board (NPRB) and the Alaska Ocean Observing System (AOOS). This position also performs finance and accounting duties for

ASLC/NPRB/AOOS in support of the Director of Finance. This position is physically located in Seward, Alaska.

Education/Training Requirements:

Bachelor’s degree in finance, accounting or related field or five years’ experience in a similar position with three years at a supervisory level is required, or the equivalent. Experience in accounting, budgeting, financial analysis, Microsoft Excel and computerized accounting systems is required. Experience in grant management, non-profit accounting and federal grant management is preferred. Microsoft Dynamics SL (SOLOMON) experience, Microsoft Access experience and a master’s degree are a plus.

Essential Duties:

  1. Oversees all post-award ASLC/NPRB/AOOS administration activities for grants, contracts and other external funding to include subcontract administration and close-out phases. Oversees grant award agreements and all aspects of grant compliance. Negotiates grant award agreements and engages with federal funders.

  2. Serves as the focal point for fiscal agent clients for grants, contracts, and other external funding.

  3. Continually monitors grant, contract and subaward activity to ensure compliance with funder policies and requirements. Educates staff and acts as a resource on grant compliance matters. Submits programmatic and technical reports, no cost time extension requests, and invoices to funders. Reviews project budgets, tracks financial progress, and provides updates to project managers on both regular and ad-hoc basis. Monitors a grant and contract tracking system and follows up on outstanding receivables. Oversees review, approval, tracking and follow-up of subawardee and subcontract invoices as well as other externally funded vendor invoices. Reviews and approves invoices submitted by fiscal agent clients. Works with program staff to ensure award conditions are met and documented. Oversees the maintenance of central grant files, contract and subaward documents.

  4. Supervises grants and contracts staff who manage the daily financial activity of grants, contracts and other external funding.

  5. Maintains all grant reporting deadlines; provide the focal point for all such required reporting.

  6. Uses interpersonal skills to coordinate projects requiring interactions with many internal parties. Uses financial analysis, critical thinking, and problem-solving skills to analyze data and develop meaningful solutions to specific problems. Uses organizational skills to manage competing priorities. Uses independent judgment to make logical decisions.

  7. Plays a lead role in preparing for and the performance of the grant, contract and externally funded portions of the annual independent audits for ASLC/NPRB/AOOS. Plays a supporting role in preparing for finance portions of the annual independent audits for ASLC/NPRB/AOOS.

  8. Manages the contract administration process and oversees or drafts contractual documents for vendor contracts and subaward agreements.

  9. Supports development of and reviews budgets for grant proposals. Oversees development of annual operational budgets for ASLC activities funded by grants, contracts and other external funds. Leads all pre-award proposal creation, administration and budgeting for fiscal agent clients.

  10. Leads the development of policy changes as they pertain to grant accounting, sub-award compliance and overall grant management. Documents all grant related policies and processes routinely. Integrates newly released compliance requirements from 2 CFR 200 into all agreements, policies and procedures pertaining to federal grants.

  11. Participates in the onboarding of a new financial system, including validating data, report creation, and evolving processes to modern standards.

  12. Maintains official ASLC records in accordance with the current Records Retention Policy and Schedule.

  13. Fosters good relations with visitors, volunteers, community leaders, contractors, fiscal agent clients, and fellow staff members by promoting positive attitudes, good will, cooperation, and providing high standards of service.

  14. Complies with all Alaska SeaLife Center policies, procedures, and programs.

  15. Performs other related duties as assigned.

    Other Skills and Abilities:

Must possess advanced skills in organization, customer service, attention to detail, and oral and written communication. Must have strong knowledge pertaining to Microsoft Excel, Access, Word and Outlook. Must have the ability to work with diverse individuals, present information to non-financial groups, work independently, set own priorities, manage competing deadlines, maintain confidentiality, and interact effectively with staff, senior management, funders, and subawardees. Must consistently produce high quality work, exhibit strong time-management skills, require minimal supervision, and mentor/train other team members. Must have strong accounting, budgeting and financial analysis skills. Prefer to have expert-level experience, coursework, or other training with applicable U.S. Federal government circulars (OMB Circulars A-110, A-122, A-133, and 2 CFR Part 200), state and local regulations, and the meaning of standard contract clauses.
