Job Description

Sr. Manager, Development Sourcing - Development Operations, Vendor Outsourcing:

Gilead Sciences is currently seeking an industry leader for Senior Manager, Vendor Outsourcing within our Development Operations department. The Sr. Manager will be responsible for development of custom applications and solutions to drive operational efficiency for VO by developing tools that streamline and automate VO business processes. This position will be responsible for maintaining custom applications to support VO operations with key focus on centralized intake, sourcing, contracting, and PR/PO creation, and data analytics. The Sr. Manager will lead data optimization projects to ensure efficient data retrieval from VO integrated systems. This role will be responsible for enhancing data infrastructure and building VO data analytics tools. The position will have the opportunity to work in a matrix environment and regularly collaborate with Senior leaders and cross functional teams. This role will support the VO stakeholders with new data-driven insights to achieve better business outcomes.

The core responsibilities and skills required for this position include but is not limited to:

Leadership and Management

  • Lead projects to drive operational efficiency for VO.

  • Participates in establishing departmental and cross-functional policies and procedures.

  • Impacts the business results of related teams by setting priorities, allocating resources, and developing policies and plans.

  • Potentially responsible for the performance and results of a team as the scope expands.

  • Interprets, executes and recommends modifications to operating policies and procedures.

  • Adapts group plans and priorities to address resource and operational challenges.

  • Accountable for developing talent through on-going performance feedback.

Technical Expertise

  • Analyze user requirements and design application solutions to meet business needs.

  • Develop mockups and prototypes to provide visual representation of the user requirements.

  • Develop application security protocols and multiple personas.

  • Develop and maintain database schemas and tables such as working with SQL Server and MySQL.

  • Optimizing database queries for efficient data retrieval for the web application.

  • Build APIs for Web Applications and Integrated Systems.

  • Complete application source code, perform code reviews and develop/maintain technical documentation.

  • Develop and maintain custom software solutions using frameworks such as Flask and WordPress.

  • Develop application plugins and themes using Python, CSS, PHP, HTML, and JavaScript.

  • Support integration application with SSO.

  • Develop visualization tools and reports, such as Tableau.

  • Build APIs for Web Applications and Integrated Systems.

  • Develop custom applications, including scalable custom web applications.

Delivery Excellence

  • Develop tools that automate VO business processes.

  • Build a scalable and reliable data infrastructure that can handle large volumes of data from various sources to meet VO data needs.

  • Establish VO data model and governance to collect, integrate, and manage all datasets.

  • Optimize VO data architecture by improving data standards and ensuring data is accurate, reliable, and readily available for analysis and reporting.

  • Automate the collection and transformation of data to drive cost efficiency by utilizing internal VO data and external industry data.

  • Support the build of a comprehensive data infrastructure with automated processes and real-time analytics.

  • Is knowledgeable in category management and is familiar with end-to-end sourcing and contracting process.

  • Supports the business with new insights and drive better outcomes for VO.

  • Collaborates with internal business stakeholders to identify business needs.

  • Partners with internal customers to leverage benchmarking tools as appropriate.

  • Translates business requirements into application and tool development.

  • Is an SME in resolving complex issues relating to data integration and data standardization.

  • Is project focused and works with a sense of urgency.

Strategic Thinking

  • Collaborates with VO senior leadership to align application development and data utilization strategies to optimize VO business objectives.

  • Identifies opportunities for innovation, process improvement, and automation.

  • Ability to understand, analyze and develop recommendations from multiple complex sources such as financial and operational perspectives

Innovation

  • Identifies, develops, and deploys innovative technology solutions to support end-to-end VO operations.

  • Leverages data to optimize data utilization across integrated systems.

  • Develops automation tools to enhance operational efficiency.

  • Leads and participates in VO innovation projects to drive development of tools and applications to enhance business processes and outcomes.

Problem Solving

  • Takes ownership of issues from problem identification to successful resolution, testing recommendations for reasonableness

  • Triages system and application issues; escalates high-risk issues to appropriate stakeholders

  • Translates trends in VO operational data and develops solutions to provide insight to deliver better operational outcomes.

Influence and Partnership

  • Exhibits competency in regularly establishing relationships with internal VO and external cross functional teams, such as R&D Information Systems, Legal Contract Management Operations, finance, and compliance.

  • Partners with internal stakeholders working on contracts in resolving complex issues relating to VO operations and data analytics

Decision Making

  • Delivers value by developing business solutions by translating requirements into effective technology solutions, data analytics, and automation.

  • Demonstrates ability to make critical decisions related to clinical vendor agreement negotiations and escalations

  • Pulls data across functions according to business requirements and creates reports for senior leadership.

  • Identifies operational and systematic issues, including frequency and escalates to the appropriate level

Communication

  • Excellent communication skills and comfort level interacting with internal and external teams across all levels, including regular interface with stakeholders and leadership team members

  • As necessary, trains internal stakeholders in contract budgeting, development, and administration

Capabilities and Requirements

  • Experience in providing thought leadership and consistent customer service

  • Expertise in the end-to-end sourcing and contracting process, including RFx, contract negotiation and management

  • Demonstrates an in-depth knowledge of the clinical research process and the regulatory environment across functions

  • Demonstrates leadership skills while working in fast paced and changing environment

  • Exhibits financial acumen to review, analyze and understand cost drivers of complex budgets

  • Demonstrates legal, clinical operations, and regulatory acumen

Knowledge, Experience and Skills:

  • 8+ years experience and a BA or 6+ years experience and a MS in a relevant discipline

  • MBA or JD preferred

  • PMP/CPSM certification or equivalent a plus

The salary range for this position is: $154,020.00 - $199,320.00. Gilead considers a variety of factors when determining base compensation, including experience, qualifications, and geographic location. These considerations mean actual compensation will vary. This position may also be eligible for a discretionary annual bonus, discretionary stock-based long-term incentives (eligibility may vary based on role), paid time off, and a benefits package.
