Summary THIS IS NOT A REMOTE POSITION. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a project manager and may also serve in dual capacity as a planner for major civil works water resource projects in programs such as navigation, hydroelectric power, ecosystem restoration, shore protection, and flood control improvements. Responsibilities Manage and direct the efficient and effective accomplishment of the investigating, planning, scope development, design, and construction of assigned projects in various program areas through a matrix management process. Identify, coordinate, and integrate sponsor/customer requirements into a comprehensive management plan that is fully coordinated with all contributing agencies and organizations. Responsible for the overall management, coordination, schedule, and execution of assigned projects. Integrate all District functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.), sponsor/customer needs and other agencies' commitments in support of assigned project into a comprehensive management plan. Control and manage project milestones and budgets from planning through construction and initial operations. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Community Planner: A. Degree: Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR B. Combination of education and experience: Courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. Basic Requirement for Economist: A. Degree: Bachelor's degree (or higher degree) in economics that includes 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B. Combination of Education and Experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. Basic Requirement for Biologist: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirements above, to qualify you must also meet the qualification requirements listed below: To Qualify as a GS-09: Specialized Experience: One year of specialized experience which includes experience applying principles, concepts, and/or methods of water resource program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. To Qualify as a GS-11: Specialized Experience: One year of specialized experience which includes experience assisting with project delivery using project management delivery processes and tools, such as using risk analysis and scheduling software, establishing work break down structures, developing budgets, leading teams and creating management plans. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. To Qualify as a GS-12: Specialized Experience: One year of specialized experience which includes experience leading or management in the delivery of civil works water resource projects, such as flood risk management, navigation, hydropower, natural resources stewardship, and coastal and river systems using project management delivery processes and tools. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, at the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Eligible for situational telework only, including emergency and OPM prescribed "unscheduled telework".
