Summary About the Position: Serves as an Administrative Officer at a multipurpose civil works project that includes navigation, natural resources, visitor assistance, recreation, fish facilities and appurtenant features. As Project expert on administrative matters, serves as a key senior staff advisor and counselor. Recruitment or Relocation Incentive may be authorized. Responsibilities Integrates the various administrative services required, such as personnel management, financial resources management, procurement, warehousing, records management, property management, employee timekeeping, and general office services. Utilizes a variety of policies and directives to execute administrative and personnel duties. Analyzes and organizes work, establish priorities, meet deadlines, and provide reports on progress. Coordinates and collaborates with management officials and Civilian Personnel Advisory Center representatives to discuss HR-related matters. Responsible for managing the on-site financial resources. Exercises full technical and administrative supervision over a staff of general schedule and wage grade employees to accomplish critical functions of the project. Assigns and coordinates the administrative work of other clerical/support personnel and provides guidance, direction, and leadership to ensure all administrative priorities are met and are in accordance with goals. Responsible for assuring that all procurement is accomplished in compliance with the established regulations. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-09: Specialized Experience: One year of specialized experience which includes performing administrative support functions in financial management/budget, civilian personnel management, and training/records management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Human Resources, or Finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11: Specialized Experience: One year of specialized experience which includes advising and assisting management in the areas of budget, personnel management and training; formulating and executing a variety of routine operating budgets (i.e. reviewing, editing and consolidating budget estimates); and interpreting directives and implementing procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Human Resources, or Finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Communications Financial Management Personnel and Human Resources Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Management may select at any of the grade levels announced. Noncompetitive promotion potential to target grade of GS-11. The following incentives may be authorized: Student Loan Repayment, Advanced In-hire, Relocation Incentive, Recruitment Incentive or Advanced Leave Accrual. Eligible for situational telework only, including emergency and OPM prescribed "unscheduled telework".
