Location: Scranton, PA

Candidates must be able to commute and work onsite in Scranton, PA

Pay Rate: Based on experience

Work Hours: M-F 8am-5pm

Education: High School diploma or equivalent required

A successful candidate in this position will possess strong soft skills as well as:

  • Extensive proven industry knowledge of aerial, buried, and underground fiber optic installation methodologies.

  • Ability to work independently and self-directed; takes initiative in seeking efficiencies of processes.

  • Strong written and oral communication skills.

Description

The Engineering Services department needs an experienced Outside Plant (OSP) Construction Inspector to join our Project Services group. The successful candidate will be responsible for outside plant fiber optic projects for a major customer in Pennsylvania. This position is a remote work-from-home opportunity that requires a local presence of no more than one and a half hours from the project site(s) assigned. Candidates must be able to travel to job sites daily, and planned overnight travel may be required.

The position primarily involves coordinating and managing day-to-day vendor activities for Fiber-to-the-Home (FTTH) projects, including SFU (single family), MDU (multi-dwelling), and FTTB (business) projects from construction to test and turn-up. The ideal candidate must be able to work on a job site as needed.

Major Roles and Responsibilities

  • Coordinate and drive construction teams to deliver intended results.

  • Adhere to project schedules; organize and communicate timelines to construction vendors.

  • Review drawings and specifications to become familiar with the project.

  • Communicate with customers about specific project requests.

  • Coordinate with site superintendents, customers, and city officials regarding delays and issues.

  • Collaborate with vendors, sales, program managers, and project managers to ensure project success.

  • Conduct pre-construction site surveys and verify cable routing.

  • Monitor fiber optic construction activities to ensure compliance with guidelines and procedures.

  • Visit project sites to evaluate progress and address concerns.

  • Ensure vendors submit daily reports on construction progress.

  • Participate in construction meetings and provide input on at-risk projects.

  • Enforce and adhere to safety rules and practices from governing authorities.

  • Review permits and Right-Of-Way (ROW) considerations.

  • Conduct quality inspections for ongoing and completed work.

  • Maintain records and prepare inspection reports.

  • Document work conducted on project sites and provide daily updates to the Lead Project Manager.

Education and Experience Requirements

  • Approximately 3 years of underground and aerial utilities knowledge.

  • Approximately 3 years of fiber and outside plant knowledge.

  • Valid US Driver's License with a clean driving record (Class A CDL preferred).

Required Skills

  • Extensive knowledge of fiber optic network architectures.

  • Proficiency in Microsoft Office products: Excel, Word, PowerPoint, Outlook.

  • Strong organizational skills with attention to detail.

  • Excellent time management, accountability, and prioritization skills.

  • Strong problem-solving and decision-making abilities.

  • Ability to maintain composure in challenging situations.

  • Willingness to work outside normal business hours when necessary.

  • 100% fluent in English.

Desired Skills

  • Safety-focused with a strong work ethic.

  • Familiarity with utility construction and project planning procedures.

  • Understanding of RUS (Rural Utility Service) Codes.

  • Ability to troubleshoot potential warranty issues using provided equipment.

Travel

  • Local travel within an hour of the project site (100%).

Work Environment:

  • Ability to work in various physical positions, including climbing, sitting, standing, and driving.

  • Exposure to different weather conditions; must wear protective safety equipment on-site.

Other:

  • Successful candidates must be local to the Scranton, Pittston, Wilkes-Barre, PA area.

  • Position duration is 24 to 36 months, depending on construction completion.
