Air Mobility Command TRAINING ADMINISTRATOR (AIR TRANSPORTATION) in Scott AFB, Illinois

The primary purpose of this position : to serve as the AMC Nuclear Operations Division dedicated Nuclear Leadership Course Director and Primary Instructor, applying Air Force Nuclear-Certified rated aviator experience to interpret, advise, and train on regulations, directives, instructions, programs, methods and procedures of assigned national nuclear execution systems. Responsibilities Applying Air Force mobility nuclear-certified rated aviator experience analyzes, evaluates, and instructs nuclear mission operations and serves as a command level air transportation operations specialist. Lead Air Transportation/Air Mobility Operations Specialist. Performs analysis of Nuclear Air mobility Operations Program to improve air transportation/air mobility operations nuclear training curricula. Prepares and delivers oral presentations Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series 1712 BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Training Instruction Series 1712 Individual Occupational Requirements Education Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. or Experience Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. For Community College of the Air Force GS-1712 positions only: Section 9315 of 10 USC directs the commander of the Community College of the Air Force (CCAF) to comply with standards established by the Secretary of Education to confer associate degrees upon enlisted members who have completed the requirements for the prescribed programs of study. To comply with this directive, all faculty members of the Community College of the Air Force must meet minimum educational requirements as prescribed by the accrediting body Southern Association of Colleges and Schools, Commission on Colleges (SACS-COC), i.e. all teachers must hold at least an associate's degree in order for the school to meet accreditation criteria. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of established procedures and requirements of USSTRATCOM and USTRANSCOM's nuclear missions. Expert knowledge of procedures and requirements set forth by AMC's Nuclear Guidance, Global Force Management procedures, air refueling procedures, knowledge of nuclear weapons effects, and of basic deterrence theory. Mastery knowledge of Air Force transportation operations policies, concepts, principles and methodologies applicable to air transportation operations under peacetime and wartime conditions. Expert knowledge of organizational missions, objectives, and procedures; the relationship with and support requirements of other program areas, and the regulatory framework in which the transportation operations program operate. Mastery knowledge of Air Force air transportation operations policies, plans and planning documents and publications, procedures, and programs. Extensive knowledge of air operations involving air assets, en route infrastructure, and employment of mission support forces. Knowledge of and ability to perform quantitative and qualitative analyses of data associated with the air transportation operations feasibility process. Mastery knowledge of and skill in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness, advising on, evaluating, and completing complex projects, or the improvement of complex management processes and systems. High degree of skill when applying transportation operations knowledges to the management of the command in analyzing and resolving very complex or sensitive problems and the implementation of new developments and technology to the assigned program area. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of DOD, DOE, AFMC, GSC, and AMC Nuclear operations and DOD air transportation operations policies, procedures, and programs involving air assets, Nuclear Command and Control, and employment forces. 2. Knowledge of a wide range of qualitative and/or quantitative methods for the analysis of air mobility operational doctrine, strategy, concepts of operations, and other complex issues and the skill in applying a variety of research techniques to analyze difficult issues and policies and propose recommendations/options to higher levels of management. 3. Expert knowledge of a rated nuclear-certified air mobility aviator's (e.g., nuclear-certified pilot, navigator, boom operator) duties in an air mobility division sufficient to apply that expertise to the development of assigned programs, exercises, and curriculum. 4. Expert knowledge of Nuclear Command and Control procedures and processes sufficient to utilize skill in the applications of nuclear-certified air mobility rated aviator (e.g., nuclear-certified pilot, navigator, boom operator) expertise as it applies to the assigned air transportation operations area. 5. Knowledge and application experience with Air Force Instructional Design Systems, and skill in the use of automation software, training system software, Microsoft Office Suite and related equipment. 6. Skill in developing courses and course materials and presenting formal and informal courses and briefings. Ability to communicate effectively in oral and written communication sufficient to develop course curriculum, conduct instruction, and brief a wide variety of high-ranking military personnel; ability to work harmoniously and maintain professional relationships with others; and ability to coordinate, integrate, and employ air mobility assets. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
