Summary The primary purpose of this position is: Program Manager (PM) for assigned systems within Air Mobility Command (AMC). The current AMC DACS system is Command and Control, Incident Management, Emergency Response Application (C2IMERA). Responsibilities Manage C2IMERA (current DACS system) for all HQ AMC Directorates and all AMC assigned organizations worldwide. Formulates and prepares program strategy, planning, programming, budgeting, and execution documentation supporting AMC operational requirements and associated command-wide portfolio management. Establish and maintain education, training, and evaluation. Communicates critical issues to staff agencies, superiors, and others as required. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes mastery of, and skill in applying advanced concepts, principles and practice of a wide range of C2 information program services and operations sufficient to manage planning, design, monitoring, and evaluation of complex programs and projects. Thorough knowledge of current operational and support requirements enabling review, evaluation, modification, and approval of project plans, designs, and specifications, ability to apply such regulations to determine eligibility of projects for funding, and to recommend funding. Expert knowledge in the principles of planning and project management to execute significant projects which represent an important segment of the agency's operations and maintenance program. Knowledge of functional work area disciplines to include planning, security, safety, emergency response, and communications. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs, along with knowledge of the mission, organization, and work processes of programs throughout a military command, complex multi-mission local installation, or equivalent, and the relationships of administrative support activities to such missions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Fully proficient with Command and Control, Incident Management, Emergency Response Application (C2IMERA) or other C2 applications such as: UL/UC2, UC2, TBMCS-UL OPS, WebEOC, Electronic Maintenance Operation Center (EMOC) Integrated Maintenance Data System (IMDS), and Field Maintenance Command and Control (FMxC2)/GO81). 2. Extensive knowledge of AMC assigned organizations worldwide; sound business practices; management Headquarters responsibilities; performance and process improvement principles; and knowledge of the Federal Planning, Programming and Budgetary system 3. Knowledge in applying rules, regulations, and procedures in a variety of situations and develop conclusions and recommend solutions based on justifiable facts and evidence. 4. Knowledge in developing and implementing organizational vision that integrates program goals, priorities, values, and other factors. 5. Ability to plan, organize and lead teams and projects composed of diverse groups of people of various technical backgrounds to effectively complete several simultaneous projects in a timely manner to include the ability to establish and maintain professional working relationships with individuals and groups within the office as well as outside the immediate work unit. 6. Ability to validate, acquire and administer human, financial, material, and information resources in a manner that instills public trust and accomplishes the organization's mission. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
