Summary The primary purpose of this position is to serve as a Cyber Effects Planner in the HQ 16th Air Force (Air Forces Cyber) USTRANSCOM Cyber Operations-Integrated Planning Element (CO-IPE). Provides direct support to USTRANSCOM for planning of Cyberspace Operations (CO) and effects into Operational Plans (OPLANS) and Contingency Plans (CONPLANs) - to integrate CO and IO to include, but not limited to, Offensive/Defensive Cyberspace Operations and Operations in the Information Environment (OIE). Responsibilities Serves as a Cyber Effects Planner, act as a senior subject matter expert on Cyberspace Operations to bridge the operational to tactical gaps and provide relevant support to CCMD planning. Employs cyberspace capabilities to achieve military objectives or effects in or through cyberspace. Assists with integrating cyber disciplines into the warfighter operational missions. Performs policy development support for full spectrum CO. Employs cyberspace capabilities to achieve military objectives or effects in or through cyberspace. Plans, recommends, integrates, and executes comprehensive, essential cyber processes, guidelines, and standards for the CO-IPE. Analyzes complex operational, tactical situational awareness processes and cyber systems (security) in order to support mission activities. Operational and technical military experience in planning, developing, coordinating, and executing United States Air Force (USAF) or other Services participation in Command, Service, Joint Chiefs of Staff (JCS) and CCMD operations and exercises. Maintains in-depth knowledge of IT standards, protocols, and methods of exploitation to reduce probability of, and minimize effects by adversaries to ensure an operationally defensive posture of networks and expeditionary communications. Participates in studies, conducts trend analysis and performs other work associated with maintaining maximum combat readiness. Leads complex projects, often cutting across organizational lines to advance integration of CO. Delivers advice and assistance to CCMD to resolve operational problems as they develop in support of the execution of CCMD, operations, related objectives, and formulation of supporting CO efforts. Aids the integration by providing guidance, resources, and collaboration to develop best practices and facilitate organizational support for achieving objectives in integrated cyber actions. Represents the functional mission at higher levels within the CCMD. Consults with USCYBERCOM, JFHQ-DODIN, JFHQ-C AF, and other DoD staff and working groups on cyberspace operations and effects. Prepares reports encompassing long and short-range strategy recommendations and presents briefings covering recommendations for future requirements. Seeks out the latest information, industry and other sources on relevant doctrine, directives and policies surrounding military contingency planning. Consults with CCMD enterprise officials and working groups, customers, and other organization personnel on cyberspace concerns. Requirements Conditions of Employment Qualifications This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of cyber plans and programs related to conducting readiness operations and resolving conventional problems in conformance with established criteria; knowledge of military and joint structure, missions, programs and organizational relationships and program goals and objectives, management and organizational techniques, exercise planning and processes for use in a wide variety of analytical cyber force readiness evaluations and studies; knowledge of cutting-edge information technology with an emphasis on CO, security, and related issues; expert knowledge of the cyberspace mission, terminology, instructional processes, organizational relationships, and interrelationships of CO; knowledge of the plans, processes, and TTPs pertaining to CO and unit cyber training activities. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery of knowledge regarding communications-computer system requirements, AFCYBER Tactics, Techniques, and Procedures (TTPs), the Air Force Information Network (AFIN) enterprise architecture, along with an in-depth knowledge of current and projected threats (as depicted by the intelligence community) to the DoDIN and the AFIN. Mastery of the principles, concepts, and theories of CO, and the standard practices, methods, and TTPs of the occupation to perform difficult and complex assignments. Mastery of Information Technology (IT) best commercial and military practices, testing concepts and weapons systems capabilities. Uses this knowledge to assist the CCMD in accomplishing its cyber missions. Knowledge of analytical and evaluative methods and techniques, as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods. Ability to understand, develop analytical investigative techniques and provide recommended feasible solutions to JFHQ-C (AF) and the CCMD's operational challenges, by working within and outside the organization to gain support for the organization's goals and objectives. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management. CONDITIONS OF EMPLOYMENT CONT. Security: Position is designated Special-Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special-Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform duties and responsibilities.
