Summary The primary purpose of this position is: To serve as HQ 16th Air Force (Air Forces Cyber) U.S. Transportation Command (USTRANSCOM) Cyber Operations-Integrated Planning Element (CO-IPE) subject matter expert. Provides direct support as a Cyberspace Operations (CO) planner to meet Combatant Command (CCMD) strategic and operational level objectives as part of the CO-IPE staff. Responsibilities DUTY 1: Serves as a Cyber Effects Planner, subject matter expert on CO to bridge the operational to tactical gaps and provide relevant support to CCMD planning. DUTY 2: Analyzes complex operational, tactical situational awareness processes and cyber systems (security) in order to support mission activities. DUTY 3: Participates in studies, conducts trend analysis and performs other work associated with maintaining maximum combat readiness. DUTY 4: Represents the functional mission at higher levels within the CCMD. Requirements Conditions of Employment Qualifications This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in and conducting CCMD crisis/contingency operations; focusing on CO integration; Cyber Counter-Threat; Cyber Warfare and associated mission operations, training, deployment, acquisition, exercise, training systems, contingency, and similar operations. Mastery of, and skill in applying, wide range of Cyber/IT principles, concepts, methods, standards, and practices sufficient to accomplish assignments including the development and interpretation of policies, procedures, and strategies governing the planning and delivery of services throughout the Air Force enterprise and across the DoDIN; providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical Cyber issues; the application of new developments to previously unsolvable problems; and making decisions or recommendations that significantly influence important Air Force, CCMD, USCYBERCOM, JFHQ-C (AF), and JFHQ-C (DoDIN) cyber policies or programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery of knowledge regarding communications-computer system requirements, AFCYBER Tactics, Techniques, and Procedures (TTPs), the Air Force Information Network (AFIN) enterprise architecture, along with an in-depth knowledge of current and projected threats (as depicted by the intelligence community) to the DoDIN and the AFIN. Mastery of the principles, concepts, and theories of Cyberspace Operations, and the standard practices, methods, and TTPs of the occupation to perform difficult and complex assignments. Mastery of Information Technology (IT) best commercial and military practices, testing concepts and weapons systems capabilities. Utilizes this knowledge to assist the CCMD in accomplishing its cyber missions. Knowledge of analytical and evaluative methods and techniques, as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods. Ability to understand, develop analytical investigative techniques and provide recommended feasible solutions to JFHQ- C (AF) and the CCMD's operational challenges, by working within and outside the organization to gain support for the organization's goals and objectives. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with senior officials from a broad array of activities, including federal and local government, and industry. CONDITIONS OF EMPLOYMENT CONT. Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
