Summary This RANGE OPERATIONS SPECIALIST position is located within an Army National Guard (ARNG), Garrison Training Center (GTC), Range Operations Section and is part of the CA Training Site CSLO. Responsibilities THIS IS A T32 EXCEPTED SERVICE, INDEFINITE POSITION Selectee may be non-competitively converted to permanent status if/when funding becomes available or position becomes unencumbered. The primary purpose of the RANGE OPERATIONS SPECIALIST, GS-0301-9, is to serve as a Range Operations Specialist and is responsible for ensuring safe and overall compliance with appropriate regulations and safety requirements. The incumbent plans, coordinates, and assists the Range Operations Officer in directing operations for the Range and Training Area (RTA). May make additional selections within 90 days of eligible(s) issuance. Requirements Conditions of Employment CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Military technicians must be assigned to a military position in the same unit which they are employed or, in a unit that is supported by the employing activity. Military technicians must hold the military grade specified for the position. Priority Areas(s) of Consideration: Priority consideration is first given to the areas below. AREA I= Current California National Guard employees who are serving on a Permanent/Indefinite/Temporary appointment. AREA II= Current California National Guard members. AREA III= Current military members of the Air Force/Army National Guard, Air Force/Army Reserve or Air Force/Army Active Duty. (Applicants who are currently in other Air/Army branches and NOT currently a member of the California National Guard (CNG) must become a member of a compatible unit of assignment within the Army CNG commensurate with the military grade listed in this announcement prior to federal assignment). Military Grades: E-4 through E-8 Recruitment/Relocation Recruitment/Relocation Incentive MAY BE authorized, subject to funding and approval. PCS Relocation Costs IS NOT authorized based on determination that Permanent Change of Station (PCS) move is not in the Government best interest. Must maintain appropriate level of security clearance. Must wear appropriate military uniform including required grooming standards. Must maintain a compatible military unit, grade and job assignment as required by current directives. Participation in direct deposit is mandatory. Must successfully complete the Inter-service Range Safety Course (Intermediate) or the Range Safety Course Level II course. Security Clearance: at a minimum a National Agency Check is required. Qualifications General Experience: Experience, education or training that provides a general knowledge of principles of organization, management, and administration; Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; Ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled; Experience using computer and automation systems RANGE OPERATIONS SPECIALIST, GS-0301-9: Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by: Experience implementing range operations functions directly related to the safe and efficient utilization of the Range and Training Area (RTA) complex during live fire and live training operations on multiple ranges, maneuver training area, and live training facilities; Coordinating training support materials for training units including, targets, target frames, sandbags, or other items needed; Experience investigating incidents that occur in the RTA complex as required.
