Job Description:

Parsons is hiring a Site Safety and Health Officer to support Microgrid projects in Puert Parsons is looking for an amazingly talented individual to serve as both the Quality Control Manager (QCM) and Site Safety and Health Officer (SSHO) for USACE project in Juana Diaz, Puerto Rico. The ideal candidate will have extensive experience in construction quality management and safety oversight, ensuring compliance with all contractual and regulatory requirements.

What you’ll be doing:

Site Safety and Health Officer (SSHO) Duties:

  • Develop and implement the Contractor's Safety Plan and Activity Hazard Analysis (AHA) for each definable feature of work.

  • Provide safety indoctrination to all construction site visitors.

  • Ensure the Contractor's accepted Accident Prevention Plan (APP) is carried out.

  • Conduct daily safety and health inspections and maintain a written log.

  • Conduct mishap investigations and complete required reports.

  • Maintain applicable safety reference material on the job site.

  • Conduct weekly safety meetings for all workers and monthly supervisory safety meetings.

  • Provide accident reports and daily safety reports of activities performed.

  • Ensure compliance with OSHA/EPA requirements for HTRW, asbestos, and lead paint training and personal protective equipment.

  • Proficient in the interpretation and implementation of USACE EM 385-1-1 Safety and Health Requirements Manual.

Quality Control Manage (QCM) Duties:

  • Oversee the overall management of the Construction Quality Control (CQC) system.

  • Ensure all project documents are coordinated and meet professional architectural and engineering quality standards.

  • Always maintain a presence at the construction site during work progress.

  • Develop and implement the CQC Plan, including personnel, procedures, control, instructions, tests, records, and forms.

  • Conduct daily inspections and maintain a written log of inspections, identified hazards, recommended corrective actions, and dates of corrections.

  • Prepare and submit all required submittals and deliverables.

  • Attend all preparatory and initial quality control phase meetings.

  • Ensure compliance with all project specifications and standards.

What Required Skiils You'll Bring:

  • A BS/BA in architecture, engineering or construction management with 5+ years experience in supervising or managing general Industry safety and quality control on similar projects

  • Experience with USACE construction projects is required.

  • Experience in permitting management and compliance with federal, state, and local regulations.

  • Experience with the Resident Management System (RMS) for project administration and documentation.

  • Electrical construction experience similar to the requirements of this project, including the installation of distributed energy resources, switchgear, and necessary breakers for systems control.

  • The candidate must be a resident of Puerto Rico.

Training:

  • Completed, as a minimum, the 30-Hour OSHA Construction Industry safety class with current First Aid and CPR Training/AED.

  • 24 hours of documented formal or online safety and health-related coursework in the past three years.

Certifications:

  • Certification in Construction Quality Management for Contractors within the last 5 years.

  • (PE) Professional Engineer License.

Skills:

  • Strong knowledge of construction quality management and safety practices.

  • Ability to develop and implement comprehensive safety and quality control plans.

  • Excellent communication and leadership skills.

  • Proficient in conducting safety and quality inspections and audits.

  • Ability to manage multiple tasks and priorities effectively.
