Summary The Administrative Officer of the Day (AOD) is located in the Health Administration Service (HAS) and is responsible for providing administrative guidance and direction during irregular tours of duty. The selectee must be available and subject to performing responsibilities on rotating irregular tours of duty. The medical center is composed of a general medical, surgical, psychiatry, domiciliary, nursing home unit, and teaching and research hospital with a location in San Juan. Responsibilities Include, but are not limited to: Interpret VA rules and regulations determining legal benefits associated with hospital admission, nursing home care, dental treatment, domiciliary, fee basis, outpatient care, prosthetic appliances, patient transfers, and beneficiary travel. Process administrative issues surrounding beneficiary death, seriously ill cases, elopements, suicides, assaults, deaths on arrival (DOA)'s, homicides, code blue, cost recovery matters, and facility or community disasters, etc. Assume control of communications and notification in the even of local and civil disasters. Provide administrative support to the Medical Officer of the Day (MOD) and all other clerical staff concerning administrative matters necessary for operation of the medical center during other than normal hours. Receive and respond to non-routine patient condition inquiries and other administrative inquiries from concerned veterans, families, visitors, law enforcement officials, representatives from private hospitals, veterans service organization representatives, VA Central Office, Congressional Offices, military personnel, private physicians, media, and the general public. Function as Patient Representative/ombudsman during tour of duty. Oversee all Medical Care Line personnel assigned to other than normal tours of duty, such as admitting and clinic clerks; and serves as advisory resource to all other non-medical Medical Care Line clerical personnel on assigned tour. Respond to emergencies, determine priorities and nature of action to be taken; authorize services, supplies and personnel notifies authorities as situation dictates. Responsible for calling all necessary employees on an overtime basis to attend to patient care needs or for emergency repairs, etc. including calling physicians requested by the MOD. Secures resources or services needed to manage medical center. Establish and maintain effective work relationships in meeting and dealing with others throughout VA. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Demonstrating knowledge of service programs, operations, objectives and policies along with knowledge of management and organizational techniques, systems and procedures as applied in performing a variety of analytical studies and projects related to management improvement. Possessing knowledge of management's objectives, goals, decisions, policies and general principles of management practices, techniques, and objectives of supervision. Demonstrating knowledge of medical resources in surrounding community. Possessing knowledge of medical and technical terminology. Having working knowledge of applicable public laws, VA policy and VHA regulations, station directives, legal decisions and state laws dealing with care and treatment of veterans and beneficiaries. Possessing knowledge of medical and administrative records systems. Demonstrating knowledge of Vista system and all computer menus relating to processing data for admission and determining legal entitlement of veterans to benefits. Utilizing skill in written communications sufficient to develop a broad range of written products such as reports, briefings and presentations. Utilizing skill in oral communication sufficient to convey information effectively, providing guidance and directions to staff, peers and providers. Interpreting rules, regulations, policies, and procedures to make sound decisions using good judgement, as well as adapt to situations quickly, and accurately. Interacting with a variety of individuals with tact and diplomacy. Identifying and analyzing problems or situations with a range of variables. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. You must be proficient in spoken and written English. You must be proficient in spoken Spanish. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
