Project Overview:

Bechtel has been appointed by The Santa Clara Valley Transportation Authority (VTA) to provide Construction Management Services for Phase II (BSVII) of The BART Silicon Valley Program. The Program further extends the BART system from the Berryessa Station in north San Jose, through downtown San Jose, and continuing to Santa Clara University.

This landmark project is a six mile, four-station extension, linking the Phase I terminus at the Berryessa/North San Jose BART station to the Santa Clara Station in the City of Santa Clara. BSVII is planned to include a 54-foot single-bore tunnel, three underground stations, one at-grade station and a maintenance facility.

Job Summary:

The Cost Lead is responsible for directing the cost engineering, cost estimating, and cost analysis/control activities for the project. Will identify, analyze, and provide innovative solutions to cost engineering problems. Supports and promotes improvement measures and implementation of recommendations. Supports organizational and administrative activities related to the Project costs and performance metrics. The project controls team is working as part of the Client’s team and on behalf of the Client to provide management and oversight of the multiple small and large Contractors that are under contract with the Client.#LI-NP1

Major Responsibilities:

  • Prepares cost data and analysis for the overall program.

  • Provide guidance, training and coaching to junior and mid-grade cost engineers with multiple backgrounds and experience.

  • Prepares specific budgets in accordance with prescribed standards and procedures.

  • Prepare and coordinate monthly invoices and cost reports.

  • Develops and implement requirements for cost recording, reporting, and analyzing standards, programs, and reports. Performs performance monitoring and control functions for specific applications, including the consistent use of applicable procedures.

  • Interfaces with designated customer management for specific cost presentations. Summarize and present cost engineering principles that reach appropriate conclusions and implement cost containment plans.

  • Organize, reconcile and participate in the recommendation of team actions for closeout of large to mid-size subcontracts, interfacing with Accounting/Finance, Subcontracts and Cost/Project Controls data.

  • Reviews project work activities to ensure support of project milestones. Coordinates and establishes scoping requirements for the overall cost estimate by discipline or other specialty, and coordinates the timely, systematic, and complete acquisition of scope definition and related data.

  • Coordinates pricing structure or criteria to be used by each discipline or specialty to meet the objectives of the cost estimate. Establishes format and content of summaries and reconciliations, including segregation of cost according to the level of confidence and identification of areas of risk.

  • Interprets and executes policy, objectives, and standards applicable to cost control and cost analysis activities.

  • Directs cost analysis and problem-solving activities and develops and executes policy objectives and standards applicable to cost analysis activities. Coordinates preparation of “what if” plan to mitigate cost overruns.

  • Creates and implements measurement systems for given processes, analyzes performance metric results, and identifies improvements. Ability to use statistical tools to analyze metrics (e.g., regression, analysis of variance, correlation), and ability to analyze measurement systems to identify bias, repeatability, and stability issues.

Education and Experience Requirements:

  • Bachelor’s degree in engineering, construction management, business management or related field required.

  • Minimum of 10 years of related work experience in project controls with an emphasis on managing overall project costs required.

  • Experience in setting-up and management of Construction program cost through Unifier-Cost required

  • Experience and demonstrated skill in directing cost engineering functions, including cost estimating, cost control, and cost analysis, in the field and the home office. Experience and demonstrated skill in establishing criteria for Project Controls activities.

  • Experience on a large lump sum, EPC, projects in a lead cost capacity or deputy lead cost role. Rail works, large civil project experience a plus.

Required Knowledge, Skills & Abilities:

  • Statistical knowledge of regression analysis of variance estimation and correlation, with an advanced understanding of how to apply real-world applications of statistical theory.

  • Skilled in providing direction, personnel administration, and training of technical and non-technical personnel.

  • Demonstrated skill in identifying, analyzing, and solving problems.

  • Advanced level of knowledge of engineering, procurement, contracts, construction, and startup work processes.

  • Knowledge of current industry and technical developments.

  • Must be able to independently provide guidance, training and coaching to junior and mid-grade cost engineers with multiple backgrounds and experience.

  • Must have excellent communications and presentation skills to combine sound analytical cost engineering principles with the ability to summarize, reach appropriate conclusions, and implement cost containment plans.
