About the Workforce and Economic Program Services (WEPS) Bureau

The Workforce and Economic Programs Services (WEPS), within the Infrastructure Division of the San Francisco Public Utilities Commission (SFPUC), provides several key administrative and management functions for the agency on its capital Improvement programs, enterprises’ needs, and City and County of San Francisco’s requirements. Specifically, WEPS administers the agency’s Project Labor Agreement which promotes efficient construction, facilitates communication and partnerships between the SFPUC, unions, and contractors, enhances compliance with the labor-related requirements, and provides for resolution of labor disputes. Additionally, WEPS oversees the agency’s youth and young adult internship programs, which expose the next generation to public service careers; implements small business policies for federally funded and regional projects; manages and staffs the SFPUC’s Contractors Assistance Center, a free resource for local, small businesses to access and participate on SFPUC contracting opportunities; and directs other economic development related initiatives.

About the Position

Under the direction of the Infrastructure Division’s Director of Workforce and Economic Program Services Bureau, the Project Labor Agreement Administrator will work independently and with a high degree of autonomy to perform difficult, complex, and sensitive analytical work that has a substantive impact on the operations of the Division and SFPUC. This will include but is not limited to: supervising junior level staff, administering the SFPUC’s highly visible Project Labor Agreement, developing, organizing and directing delivery of workforce programs, functions, processes and operations including personnel, training, budget and financials, contract and work order service agreements, and records management and retention.

The essential functions of this position include, but are not limited to: 

  • Administers, analyzes, and makes policy recommendations on the SFPUC’s highly visible Project Labor Agreement on large multi-million-dollar projects with complex procurement methods.    

  • Oversees process and schedules Joint Administrative Committee meetings for updates on the Project Labor Agreement; manages process for dispute resolution as they arise.     

  • Oversees the Job Training and Opportunities Program, including development, monitoring, and tracking of programs that align with workforce needs and presents to and works with multiple labor, job training, and community-based organizations.

  • Directs staff in sensitive, highly visible, and complex analytical work on construction labor and training initiatives for the SFPUC’s large scale capital projects such as the $6.8B Wastewater Enterprise Capital Improvement Program, the $3B Water Enterprise Capital Improvement Program, and the $1B Hetch Hetchy Improvement Program construction labor and training initiatives. 

  • Serve as point of contact for external agencies or partner organizations that require technical advice and assistance regarding operations, data, and outcomes on legislative mandates on SFPUC projects including the Project Labor Agreement, Local Hiring Ordinance on SFPUC construction projects, the City’s First Source Hiring Program on SFPUC Professional Services contracts, and Local, State and Federal prevailing wage requirements.

  • Develops, manages, and reports on grants, contracts, Memorandum of Understandings (MOUs) and other interdepartmental or interagency workforce agreements for workforce services.    

  • Procures, executes, and monitors complex workforce services contracts and grants.

  • Tracks compliance and monitors adherence to plans and specifications/contract bid documents, prepares reports for senior management outlining findings and presents recommendations for development and implementation of systems, policies and procedures for improved adherence.     

  • Identifies and analyzes needs, goals, available funding, and other criteria to develop capital and infrastructure project-specific and specialized job-training programs.     

  • Oversees Bureau's records management for large capital programs on public works, including electronic certified payroll systems and requests for information.     

  • Represents department with local unions on Civil Service Committee presentations, and on inter-departmental and inter-city workforce initiatives.     

  • Organizes and writes complex reports, including grants and strategic plans that may require synthesizing qualitative and quantitative information from multiple sources, coordinates diverse information-gathering efforts, and provides responses to requirements for clear, concise, and legibly written analysis on an absolute deadline.     

  • Prepares reports for oral presentations, synthesizing and presenting data in various ways, including creating tables and graphs, narrative descriptions.

  • Performs other related duties as required.

The Ideal Candidate

The ideal candidate will be able to work independently and with a high degree of autonomy to perform difficult, complex, and sensitive analytical work that has a substantive impact on the administration of the SFPUC's Project Labor Agreement and Union interactions. The successful individual will have experience supervising staff, effectively administering a highly visible Project Labor Agreement, developing, organizing and directly delivery of workforce programs, functions, processes operations including personnel, training, budget and financials, managing contract and work order service agreements, establishing and maintaining effective communications with management, officials and sophisticated stakeholders, and leading records management and retention.

Minimum Qualifications

Possession of a baccalaureate degree from an accredited college or university and seven (7) years of full-time equivalent experience performing professional level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution: 

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Note: One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.)

Desirable Qualifications

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Experience navigating complex procurement activities in public sector. 

  • Familiar with labor contracts and workforce agreements in a local government agency.

  • Experience developing and implementing workforce programs for construction labor and training initiatives in a large organization.

  • Demonstrated strong oral and written communication skills including presentation to a diverse group of audiences including the Commission, staff, stakeholders, and the public.

Selection Procedures:

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight: Qualifying) Candidates will be required to complete a MQSQ as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Examination (Weight:100%): Candidates who meet the minimum qualifications will be sent a Supplemental Questionnaire Examination via electronic mail after the closing of the application filing period. The Supplemental Questionnaire Examination is designed to measure the knowledge, skills and/or abilities in job-related areas required for the position which may include but are not limited to:

  • Knowledge of the principles and techniques of governmental organization and management.

  • Knowledge of the principles and techniques of policy analysis.

  • Knowledge of the applicable local, state, and federal laws and regulations affecting departmental operations.

  • Knowledge of methods and techniques of data collection and analysis.

    Knowledge of the principles involved in the development and implementation of complex systems and procedures.

  • Ability to plan, prepare, review and present clear and concise findings and reports.

  • Ability to conduct extremely difficult analytical studies involving complex administrative and financial systems and procedures.

  • Ability to work with authority to identify and define problems, determine methodology, evaluate data, make recommendations with appropriate justification and develop/implement a plan of action.

  • Ability to establish and maintain effective communication with senior management, officials, departmental representatives, vendors, or other agencies.

  • Ability to collect, synthesize, and analyze a wide variety of information.

  • Ability to negotiate effectively.

Those who do not respond by the established deadline will not be eligible to continue in the examination process and will not be added to eligibility list resulting from this process. A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list. Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

The department may administer additional position-specific selection procedures, such as oral interviews, to make final hiring decisions.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Director.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of Three (3) Scores [pending union approval for certification rule expansion.]
