The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

The San Francisco Department of Public Health (DPH) is accepting applications in class 1664 Patient Accounts Manager. The Patient Accounts Manager is an integral part of the Patient Accounts Financial Services Department located at Laguna Honda Hospital and Rehabilitation Center (LHH).

The eligible list resulting from this recruitment may be utilized to fill future and current vacancies in this class at other locations within the DPH for the duration of the eligible list.

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

  • Through subordinate supervisory personnel, administers the staff and activities within the Billing, Claims and/ or Collections department;

  • Coordinates activities of the various units, including patient accounts billing, claims processing, payment collections, data entry and control;

  • Maximizes staff productivity by assigning duties, makes recommendations concerning employee status. Plans and implements the staff development program;

  • Develops, interprets, coordinates, and enforces policies, methods, and procedures. Conducts staff meetings for the purpose of evaluating and disseminating information about departmental policies and procedures;

  • Performs various administrative duties such as preparing input for the annual budget request, investigating complaints about services, attending meetings to exchange information and for plan procedures;

  • Reviews and interprets computer-produced reports, daily statistical data, census/discharge reports and accounts receivable records;

  • Prepares monthly revenue analysis related to claims submission volume and trends based on claim type and/or payer, including unbilled inventory;

  • Coordinates, electronic data processing, billings, and collections and data submitted by departments providing medical services, administers the collecting, editing transmission and controls over data required for electronic claim submission; and

  • Monitors, interprets, and implements billing regulations and provider updates related to Medicare and Medi-Cal.

The 1664 Patients Accounts Manager also performs other related duties as required.

Minimum Qualifications - Required

EXPERIENCE: Five (5) years of experience billing, claims processing, and/or collecting healthcare service reimbursements or medical claims from Medi-Cal (Medicaid), Medicare, insurance, third party payors, and individual payors in a hospital healthcare agency or healthcare billing organization of which three (3) years must be in a supervising capacity.

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).

DESIRABLE QUALIFICATIONS: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring: 

  • Excellent skills in writing and preparing correspondence, reports and financial records.

  • Experience working with various computerized systems such as: EPIC, EXPERIAN, Craneware and Medi-Care DDE.

  • Experience with electronic billing systems, preferably a hospital focused billing system.

  • Communicates in a professional and effective manner with a variety of people, to explain complex policies and resolve complaints.

  • Knowledge of Federally Qualified Health Center (FQHC) rules and regulations related to billing and reimbursement requirements.

Selection Procedures:

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following.

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Assessment Component

Candidates that meet the minimum qualifications will be invited to participate in Supplemental Questionnaire exam that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: Knowledge of complex federal Medicare, state Medi-Cal and private insurance regulations applicable to hospital and specialty healthcare services billing; Knowledge of the basic principles of accounts receivable, including posting payments and adjustments to accounts and reconciling receipts and payments; Knowledge of billing and collections methods and procedures (e.g. sequential billing priorities based upon a patient's type of coverage or healthcare benefits); Knowledge of HIPPA transactions and code sets, CMS 1500 claims; Knowledge of electronic data processing methods, principles, and procedures, which includes appropriate formats for submission of data to the EDP or other Units/Agencies; Ability to plan, formulate, develop, and execute policies for the Billing, Claims, and/or Collections Department of a medical facility or healthcare agency; Ability to understand and apply methods and procedures appropriate to the field of healthcare billing and collections; Supervision Ability; Interpersonal/Collaborative Ability; and Computer and Electronic Data Processing Ability.

Supplemental Questionnaire Examination (Weight: 100%): Candidates must achieve a passing score on the Supplemental Questionnaire exam in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score.

Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Certification

The certification rule for the eligible list resulting from this examination will be the Rule of 10 Scores.
