The Southeast Community Center

Located at 1550 Evans Avenue in San Francisco, the Southeast Community Center (SECC) is a partnership between SFPUC’s Wastewater Enterprise and the External Affairs Bureau, in response to, in partnership with, and in service of local Southeast communities. SECC is a hub for local community to gather, learn, play, and grow, and features an expanded low-cost childcare center, a cafe, public workspaces, conference rooms, free WI-FI and an event space and amphitheater for community events. A state-of-the-art building featuring local artwork, SECC also hosts many programs and services provided by community-based organizations as well as greenspaces for gathering and play. The long-standing partnership between San Francisco’s Southeast communities and the San Francisco Public Utilities Commission aims to promote the health, well-being, cultural, educational, and financial empowerment of Southeast residents.

The recruitment is being used to fill two 1820 positions in support of SFPUC’s Southeast Community Center and key community programs.

Resident Partner Liaison

Project name: TENANT PARTNER PROGRAM IMPLEMENTATION AND IMPROVEMENT PROJECT

The 1820 Junior Administrative Analyst serves as the Resident Partner Liaison. This role will be responsible for providing administrative, programmatic, and relationship management support to advance key goals and strategic objectives of the historic Southeast Community Facility (SECF) mitigation agreement on behalf of the SFPUC.

The incumbent is responsible for overseeing tenant operations, supporting community relations and SECC programs. The Resident Partner Liaison serves as the primary point of contact for all tenant matters and will track, analyze, and report on tenant effectiveness at the SECC.

This role will assist in the development and implementation of ongoing programs and operations at the Southeast Community Center. This includes but is not limited to community programs, day-to-day tenant operations, facilities requests, and other programmatic and operational needs.

The Resident Partner Liaison interfaces with the public, with an emphasis on San Francisco’s District 10.

Essential Functions:

  • Support the overall vision to ensure the SECC functions as a vibrant and thriving community space.

  • Serve as a primary point of contact for tenants on behalf of SFPUC divisions (Real Estate, Emergency Planning, Finance, etc.) and ensure customer service needs are meet.

  • Assistant with relationship management of   consultants, grantees, and vendors who operate programs at the SECC in alignment with the historic mitigation agreement.

  • Provide support on the development and implementation of communications and community engagement tools to inform tenants about events and programming at the SECC.

  • Partner with Real Estate services to execute and manage compliance with lease and license agreements.

  • Manage the end-to-end process for Key Performance Indicator (KPI) reports including compliance, data analyzation, report submissions, and tracking.

  • Assists in conducting difficult and complex analysis, procedural, quantitative and qualitative data analysis, surveys and/or research relating to SECC.

  • Provide support on the refinement and improvement of the SECC’s reservation policies, systems, and operations. 

  • Assist with the development and administration of competitive bid processes and contractual agreements for SECC.

  • Support coordination of  SECC community events, including but not limited to the SECC Health Fest and Jobs Fair, working closely with SECC staff, commission, and community stakeholders.

  • Provide general assistance, as needed, for SFPUC External Affairs and the SECC.

Operations Support Junior Analyst

Project Name: SECC OPERATIONS AND ADMINISTRATIVE CAPACITY-BUILDING

Under direction, the Operations Support Junior Analyst performs detailed professional-level analytical work in a variety of functional areas for the Southeast Community Center and other related programs, such as budgeting, contracting, purchasing processes and general operations management support.

Essential Functions:

Budget/Procurement

  • Receives requests to be processed into purchase orders, analyzes requests to determine the type of purchase, vendor options, specifications, and checks for completeness and accuracy. Analyzes quotations to select the most suitable vendors, research vendors using computerized systems, and processes purchase orders and invoices.  Verifies invoice dates to ensure timely payment and compiles payment packets including invoices, packing slips, proofs.  Research payment types such as Direct Payment Requests (DPR), PO vouchers, and self-service invoicing (Tech Marketplace purchases).

  • Compile, research, and follow up with requestors/finance/suppliers relating to procurement and payment processing, such as compiling purchasing documentation: quotes, approvals, Chart of Accounts (COAs), researching Purchase Order (PO) category codes and account codes, and verifying quote expiration date.

  • Assists in the review, processing, and monitoring of contracts, including contract certification processes. Maintains contract files, documents, and certificates, and monitors the validity of contract documents.

General Operations Support

  • Provides routine information to departmental personnel on the preparation of budget and policy documents, reports, demographics, and program implementation.

  • Prepares, updates, and generates budget documents, contract reports, surveys, databases, and mailing lists.

  • Equipment/supplies management and inventory tracking

  • Assists in the preparation of reports, proposals, graphs, and charts for presentations.

  • Performs related duties as assigned.

Possession of a baccalaureate degree from an accredited college or university

Substitution:

May substitute up to 2 years of the required education with qualifying full-time, professional-level experience in budget analysis, financial analysis and reporting, legislative/policy analysis, data analysis, or contract/grant administration. One year (2,000 hours) of qualifying experience will be considered equivalent to 30 semester/45 quarter units.
