Appointment Type: This is a Temporary Provisional (TPV) position limited to no more than three (3) years in duration. This temporary position is excluded by the Charter from the competitive Civil Service examination process. It is considered "at will" and shall serve at the discretion of the Department Head. This position will be subject to the Permanent Civil Service examination process at a later date. Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for the permanent appointment.

The Office of Financial Empowerment (OFE) aims to advocate and strengthen the economic security and mobility of all San Franciscans. OFE is a unique private-public partnership housed in the Office of the Treasurer & Tax Collector (TTX). OFE is a convener, innovator, and advocate that leverages City Hall's power to strengthen economic security and mobility for low-income families who live, work, or receive San Francisco services. This work includes Kindergarten to College (K2C), the first publicly funded universal children’s savings program of its kind in the country, now managing accounts for more than 54,000 students in public school. In addition, OFE also provides San Francisco Financial Counseling, which offers free one-on-one financial guidance across San Francisco; Bank On San Francisco, which helps individuals access safe, affordable accounts at responsible banks and credit unions; Bank On Youth, which equips young people with a secure bank account, and strategies to save during employment; and policy efforts to fight predatory financial practices and help low-income families build and protect wealth. Reporting to the OFE Director, the Financial Capability Program Manager (1823 Senior Administrative Analyst) will be responsible for leading the City’s flagship financial counseling and pioneering banking access programs. San Francisco’s Financial Counseling provides free, one-on-one, personalized financial guidance to anyone who lives, works, or receives services in San Francisco. Financial counseling clients work with certified financial counselors to address vital financial challenges and goals, including reducing debt, establishing and improving credit score, opening a safe and affordable bank account, and increasing savings. Financial counselors support their clients in navigating systemic barriers to accessing the financial mainstream. The Bank On San Francisco program is the first in the nation to advance access to safe and affordable bank accounts at banks and credit unions with no hidden fees or overdraft. Since its founding, Bank On has sparked a national movement resulting in more than 60 local and statewide Bank On Coalitions. San Francisco continues to lead the way with additional standards and aggressive advocacy to increase access to banking and the financial mainstream, particularly for low-income and marginalized communities.

This individual effectively balances the day-to-day management of all financial capability programming with strategic efforts to expand and adapt these offerings to better serve the evolving financial needs of San Franciscans. Specifically, they share the frontline experiences of clients, financial counselors, and other stakeholders in financial capability programs to inform new ideas, innovative initiatives, research, and policy advanced by OFE. They collaborate on integrating and testing new concepts with financial capability programming. This individual collaborates with the OFE Director to set the strategic direction for financial capability programs, identifying goals to sustain, improve, and evolve the programs and the means to meet them. Additionally, they serve as a subject matter expert on relevant financial capability topics and provide recommendations as needed.

Essential Duties and Responsibilities:

The essential duties of the position include but are not limited to:

  • Leads citywide financial counseling program through partnerships with community-based organizations, city departments, and national partners. Manages all day-to-day aspects of the program; implements and evaluates changes to improve program results, operations and efficiencies; identifies need and develops program training; determines and implements policies, procedures, best practices, priorities and performance standards.

  • Leads Bank On San Francisco, pioneering banking access program, including day-to-day management of program outreach, maintenance of banking standards and certified account review, collaborations with financial institution partners, and strategic opportunities for program growth.

  • Manages strong relationships with key program partners, including coalitions, financial institutions, private and nonprofit partners, funders, and government agencies to support financial counseling and banking access programs and initiatives of OFE.

  • Collaborates with OFE Director to set the strategic direction for financial capability programs, developing goals, objectives, and opportunities for program evolution; and identifying the means to meet them.

  • Serves as financial capability subject matter expert for OFE and department, reviewing relevant financial products and materials and providing recommendations.

  • Develops and issues RFPs, negotiates and manages performance on contracts, manages work orders with departments.

  • Supports fundraising to sustain and extend financial capability programs, including through philanthropic and governmental funders; supports positive relationships between funders and OFE; produces funding proposals and reports as needed.

  • Develops and manages the program budget, tracking invoices, grants, work orders, and all other financial aspects of the program as needed.

  • Designs, leads, and implements all community outreach and marketing efforts for financial capability programs.

  • Collaborates with OFE Director and team members on financial capability innovations; offers insights on program stakeholders’ experiences to innovation work and supports implementation of new integrations and testing new concepts.

  • Manages and oversees program evaluation, data-tracking efforts, research, and reporting; develops, implements, and reports on program outcomes, indicators, and systems for tracking the progress to ensure it is grounded in evidence and has clear success measures.

  • Represents San Francisco’s financial capability programming within relevant communities of practice, including statewide and national coalitions.

MINIMUM QUALIFICATIONS:

Education: Possession of a baccalaureate degree from an accredited college or university; AND

Experience: Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Experience Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Education Substitution: Additional experience as described above may be substituted for the required education on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year of work experience.

Note: One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

  • Excellent strategic planning with the ability to operationalize concepts and transform into action, as well as apply evaluation and research findings to ongoing program development.

  • Strong ability to take initiative and provide direction on new initiatives or program developments.

  • Proven leadership ability with citywide programs with an emphasis on financial capability.

  • Strong analytical acumen, including ability to analyze data and make recommendations and/or draw findings accordingly.
