Title: SPACE MANAGEMENT SPECIALIST (SHIPS STORES) Location: United States-California-San Diego Other Locations: United States-Virginia-Norfolk Job Number: 2400033D Job Summary: Designs and develops layouts for shipboard construction of new and/or modernized retail and service outlets. Develops and manages the retail merchandising program of ship store outlets, which includes the resetting of the merchandise, acquiring hardware and graphics, and overseeing the installation of branding items. Assists in the execution of the Ship Store Merchandising Program. Provides quality assurance of command policies and procedures related to ship store retail and service operations. Duties and Responsibilities: - Supervises three associates of the Habitability Team within outlines provided to ensure efficient operations; administers policies and procedures concerning the team's mission; interprets and implements directives and regulations affecting mission areas. Answers questions and renders technical decisions on matters relating to any phase of the work within the policy guidelines provided. Reviews the activities of the three subordinates through monthly reports and on-site visits as deemed necessary. Work of subordinates is reviewed in terms of efficiency of performance; assures finished products, including recommendations concerning such matters as changes to procedures, corrective actions required by ships, or any other submissions forwarded to a higher authority, are accurate and require no further changes. - Researches shipboard design specifications and requirements as they apply to retail and service spaces. Evaluate layout plans for habitability spaces aboard ships and prepare layouts in the rough plants for portions thereof; relate equipment to workload for proper size and quantity; provide an efficient flow of work; provide background and cost estimates. Coordinates with Type Commander Staff to prepare smooth plans and recommends approval to seniors. Is the Technical Warrant Holder for NEXCOM for afloat service areas and is the lead reviewer and quality assurance representative for all new ship designs. Makes recommendations to the approving authority regarding revisions of specifications and requirements. - Maintains liaison with Fleet and Type Commanders, NAVSSES, NAVSEA, shipyards and other cognizant activities on ships store service areas to provide either project management or consultant services to them. - Conduct field visits to inspect ship store facilities and develop scaled layouts in AutoCAD of retail and service spaces showing all major fixtures and equipment. - Supervises the development of plans and specifications for the shipboard or remote store construction of new or modernized retail outlets (stores), barber shops, vending areas, soda plan layouts, and requests for improvements. These originate with rough layouts from Naval Commands and/or those prepared by subordinate associates, subordinate associates who obtain construction estimates and develop proposals for construction to be submitted to the Command. Supervises the resulting procurement for approved plans. Maintains awareness of work progress on requirements; instructs customers on the technical aspects of preparing a procurement package; assists customers in identifying requirements. - Prioritizes projects. Answers questions and renders technical decisions on matters. Keeps command informed of progress and actions accomplished in the course of providing assistance to ship stores. - Monitors commercial store fixture industry trends. Analyze individual ships' problems, deficiencies, and/or problem areas uncovered during ship visits/resets. Makes recommendations for changes to the Technical Warrant Holder and Merchandising Branch Manager. - Maintains liaison with Navy Exchange Service Command (NEXCOM) facilities, Naval Sea Systems Command, and Fleet Logistics Center Contracting Officers concerning shipboard ship store facility specifications and requirements. - Serves as the technical representative in preparing contract proposals and evaluating contracted renovations to ensure adherence to specifications. - Develop branding and merchandising plans and layouts in AutoCAD for shipboard and/or remote store locations, including retail stores, barbershops, vending areas, and soda plan layouts. Formulates and provides merchandise presentation direction. - Formulates implementation plans, including designing, printing, and shipping graphics and selecting, shipping, and receiving hardware. Coordinates and schedules all personnel such as hardware installation team, visual installation team, Navy Exchange merchandising team, Fleet Assistance Team, and ship's force for the initial merchandising reset of ship stores and develops store layouts to show proper merchandise placement in a designated area. - Travels to the location to supervise all branding installation and executes merchandising layout plans while conducting formal shipboard classes and hands-on training in methods, techniques, and merchandising reasoning, including merchandise correlation, set up, and arrangement in a planogram-like fashion. - Trains and teaches subject matter experts who assist in the evolution of branding and merchandising standards, including ship-store merchandising and big-picture operations. - Acts as the coordinating focal point and liaison between NEXCOM HQ Code A, NEXCOM Visual Merchandising, local Navy Exchange leadership, graphic vendor, Fleet Assistance Teams, and Fleet units for initial and follow-on NEXCOM Branding evolutions. Manages the branding of fleet ships in accordance with Type Commander schedules. - Maintains catalog of visual merchandising accessories for branding evolutions. Maintains and conducts an inventory of branding hardware in all locations to ensure sufficient inventory is on hand to brand a store at any given time. - Provides follow-on visual merchandising assistance, merchandise resets, and merchandising training. Conducts stock assortment audits to ensure sufficient stock is on hand. Offers assortment suggestions of what items to carry and the number of line items per category the store should have. - Conducts shipboard training and training classes on improving ship store facilities to ship stores and other personnel. - Develops and grows finite and general standards to provide direction in merchandising ship stores. Creates initiatives, guides, and training documents to communicate and deliver references while adhering to standards. - Provides detailed presentations and reports of findings and recommendations to appropriate personnel. Performs other duties as assigned. Works under the general supervision of the Program Manager for the Merchandising Branch, Ship Stores Program. Exercises independent judgment and initiative in carrying out assignments and formulating recommended solutions. Work is reviewed in terms of achievement of objectives, effectiveness, timeliness of results achieved, and compliance with applicable regulations and procedures. Must be able to obtain a U.S. Passport to comply with travel requirements inherent to the position, which may account for 50% of the position's time. Qualifications: Requires a total of 6 years of experience. GENERAL EXPERIENCE: Three years of experience in office administration, retail sales, technical or similar work that enabled the applicant to gain knowledge of merchandising techniques and methods; basic computer skills in the operation of Microsoft Office programs and knowledge of mechanical measuring principles, using mechanical drafting instruments, and reading architectural engineering drawings or specifications. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: One year of academic study above the high school level may be substituted for each six months of general experience. Education substituted for experience should include courses in or related to engineering, architecture or industrial technology, construction, drafting, or other related fields. AND SPECIALIZED EXPERIENCE: Three years of experience in retail store merchandising, including layout and installation of fixtures, or providing technical assistance in merchandise presentation that demonstrated the knowledge, skill, and ability of merchandise display and retail store operations; or leading a team responsible for store layout, display, and merchandising.
