Summary The VA San Diego Healthcare System is currently recruiting one Health System Specialist in San Diego, CA. The incumbent Provides direct program and management assistance to all programs under Quality Management Service (QMS) including the Protected Peer Review, Patient Safety, Risk Management, External Peer Review, Administrative Investigation Boards/Fact Findings, and the Continuous Readiness and Regulatory Compliance Programs for the medical center and the Community Based Outpatient Clinics. Responsibilities Duties include but are not limited to the following: Create a variety of specialized reports to assist with QMS operational activities including budget cost containment, resource and expenditure management, strategic planning, and work simplification. Complete the Annual Call for budget, oversight of various fund control points, managing and tracking various fund control points and reconciling purchases on a recurring basis throughout the fiscal year. Work with the Financial Resources Management Service to review for accuracy and validity of the QMS budget and fund control management. Coordinate data collection and analysis; utilize Process Improvement principles to determine organizational performance especially as it relates to facilitate the ongoing monitoring and/or sustainment of improved performance measures. Participate in planning for major projects involving Process Improvement and collaborates in the development and documentation of long and short-range planning goals and objectives. Plan, develop, direct and coordinate the organization of data/processes to ensure thorough and timely review of MCMs, VHA Directives and VHA Handbooks to ensure VASDHS compliance with all requirements. Prepare/present both written and oral reports with consideration of the wide range of factors and requirements affecting the facility. Provide clear and concise analysis of program issues and trends, including justifications, narratives and visuals (charts and/or graphs). Maintain all TJC, CARF and other accreditation materials, all office files including sensitive records and all computer files including templates. Develop analytic tools as necessary to assess current performance and determine areas targeted for improved process improvement activities. Lead a team in proactively identifying any failure points or barriers and guides the team to identify and implement solutions. Initiate interdisciplinary teams as indicated for problem solving and serve as a positive catalyst in group settings. Review, analyze and evaluate accomplishment of overall systems by reviewing reports, available data, studies, projects, information provided by support personnel, contractors, and/or other external agencies. Develop and maintain databases and statistics related to the VADHS Performance Improvement Program, Continuous Readiness Program for regulatory compliance/accreditation and the External Peer Review Program (EPRP). Provide direct program and management assistance to all programs under QMS including but not limited to the Protected Peer Review Program, Patient Safety Program, Risk Management Program, External Peer Review Program, Administrative Investigation Boards/Fact Findings, and the Continuous Readiness and Regulatory Compliance Program for the medical center and the Community Based Outpatient Clinics. Work with senior leadership as a change agent in assuring, directing, and performing the steps necessary to create business cases based on objective data within the frame of Process Improvement and Lean Six Sigma. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/06/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: reviews, analyzes and evaluates systems by reviewing reports, available data, studies and/or recommends necessary corrective action or redesign. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such a standing, walking, bending or prolonged sitting may be required. The work places no special physical demands on the employee. The incumbent travels within the medical center to attend meetings and to observe patient care and administrative activities. Occasionally, the incumbent may be required to travel to a VASDHS outpatient clinic, administrative annex, and other VA Healthcare Systems in VISN 22's geographic area, to include the VISN 22 Network Office in Long Beach, CA. Work is performed in an office setting and other locations throughout the VASDHS and occasionally offsite. Work area is adequately lighted, heated and air-conditioned. The normal risks and discomforts typical of an office and clerical work area are included. There are no unusual risks or safety hazards associated with this position.
