General Atomics and Affiliated Companies Project Control and Planning Analyst in San Diego, California

Under general supervision, plans, tracks, analyzes, and reports in accordance with procedures for projects of varying contract type, size, and complexity. Works in a team environment with technical, financial, and management staff to track and control contract activity and deliverables. Interacts with management to establish and maintain cost/schedule baseline and perform Estimates At Completion. May assist in the development of Work Breakdown Structures (WBS) and related dictionaries.

Contributes to the development and implementation of Earned Value cost tracking methodologies, developing and statusing program schedules, performs related variance analysis, and works with program/project managers and technical personnel to ensure uniform application of procedures. Implements reporting procedures to review project status, valuation of work in progress, as well as tracking procedures for contract deliverables. Assists in new business proposals by developing schedules and reviewing manpower and cost estimates.

DUTIES AND RESPONSIBILITIES

  • Prepares schedules and budgets, and performs monitoring, analysis and reporting on assigned contracts using Earned Value Management System (EVMS).

  • Follows industry best practices for developing and maintaining logically linked horizontally and vertically integrated network Integrated Master Schedules (IMS) implementing critical path methodology (CPM), and performing schedule health assessments.

  • Prepares, develops, and coordinates updates and changes to the program schedules/IMS to meet all program objectives.

  • Performs schedule risk assessments and utilizes results to communicate and mitigate program risk.

  • Utilizes Gantt, PERT, milestone charts, earned value management and other integrated program management techniques to measure progress and identify performance variances to facilitate focus and intervention on critical and/ or high risk areas.

  • Maintains and validates rigorous cost-schedule integration and implementation of Earned Value Guidelines.

  • Monitors and assures budget availability, proper approval authorization and charge accounts.

  • Interfaces with operating and support groups (Purchasing, Finance, QA) to collect data for preparation of schedules and reports.

  • Tracks the status of procurements for the purposes of cost reporting.

  • Provides task leaders and program managers with clear, timely and accurate information and make recommendations with which to make decisions.

  • Assists in the development of reporting procedures to evaluate project status, valuation of work in progress, and tracking of contract deliverables.

  • Responsible for observing all laws, regulations, and other applicable obligations wherever and whenever business is conducted on behalf of the Company. Expected to maintain a productive and safe working environment in accordance with established operating procedures and practices.

Job Qualifications:

  • Typically requires education or formal training equivalent to the completion of a bachelor's degree in business administration or a related discipline, along with six or more years of related experience. May substitute equivalent experience in lieu of education.

  • Must be proficient in Microsoft Project, Project Server or other related program scheduling tools.

  • Must be proficient in Microsoft Excel (pivot tables), word processing, e-mail, and project management.

  • Demonstrates the ability to understand scheduling, planning and statusing procedures, and manufacturing systems in a development and production environment.

  • Must have a complete understanding of the concepts, and practices involved in analyzing multiple contract types: Firm Fixed Price (FFP), Fixed Price Incentive (FPI), Fixed Price Level of Effort (FPLOE), Time and Materials (T&M), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), and hybrid contracts.

  • Must be:

  • an effective communicator and able to represent the company on programmatic matters, as well as able to write, interpret and explain programmatic issues

  • knowledgeable and experienced with Microsoft Office applications including Excel, PowerPoint, Outlook and Project

  • Able to work extended hours and travel as may be required.
