Responsibilities You will perform needs analyses to define opportunities for new or improved business process solutions, and evaluate the feasibility of proposed new and/or re-engineered systems analysis development projects. You will consult with customers to identify and specify requirements, and develop overall functional and systems requirements and specifications. You will address system inconsistencies, system redundancies, priorities, conflicts, maximize the sharing of information, and prepare business cases for the application of IT solutions. You will document and solve design and development problems encountered during testing and/or implementation. You will technically review completed work projects and provide technical assistance and guidance as required. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying analytical techniques to plan, design, and implement new or improved information systems to meet business requirements for an organization; 2) Advising others on the merits of proposed or re-engineered system development projects; 3) Serving as a technical specialist for application development, implementation, and maintenance of IT system services/activities; and 4) Gathering, assembling, and analyzing data to translate information and develop IT solutions. Your experience in the information technology field must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. Education Additional Information This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. This position may be subject to work an uncommon tour, including call backs to meet mission requirements. Overtime may be required. This position is covered by the Department of Defense Priority Placement Program. Cybersecurity: This position has been designated as a Cyber IT/Cybersecurity Workforce (CSWF) position in specialty area SYSANALYSIS code 621 and as a condition of employment, incumbents of the position are required to comply with DON Cyber IT/CSWF Program Requirements of SECNAV M-5239.2, which include: *Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV 5-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and: *Participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the incumbent and supervisor Several vacancies may be filled.
