Responsibilities You will serve as the senior advisor for Navigation Warfare (NAVWAR) manpower programs, plans, and execution and interfaces with the Executive Director, National Competency Leads, Program Executive Officers, Resource Sponsors, and DON Staffs. You will exercise delegated authority to manage the Command's Civilian, Military, and other workforce requirements and monitor the execution of workforce related resources. You will will participate in workforce planning and execution reviews and provide specific actionable recommendations regarding analysis, strategic intent, and plans of action to meet NAVWAR leadership goals. You will act as contributor in the development of the NAVWAR longrange corporate and strategic plans, revised manpower policies, and the ongoing assessment of health of the NAVWAR Total Force. You will provide oversight and subject matter expertise for military manpower/billet management, civilian authorization management and execution, organization, staffing plan execution and reporting, and Intelligent Workbook. You will collaborate with higher level headquarters, other Navy and Marine Corps Commands. You will oversee and assist in the development of metrics and measures to identify command level trends, gaps, and areas of concern. You will coordinate and prepare command briefs, presentations, and communications for internal and external audiences. You will participate in continuous process improvement assessments and recommendations for manpower and total workforce initiatives. You will collaborate with the Strategic Manpower Lead for long-range planning requirements and provide input into the NAVWAR manpower strategy. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-13 grade level or pay band DP-3 in the Federal service or equivalent experience in the private or public sector providing program execution to include strategic planning, team management, briefing data and analysis to senior military officials. Education Additional Information If selected, your salary will be set according to the established control points of this position which is $139,176 - $167,012 (Base $104,604 - $125,526 plus 33.05% locality adjustment). The salary range shown above represents all of the positions within the pay band, including higher responsibility positions. Based on the responsibilities of this position (DP-04, Tier 3), the total adjusted salary may be capped equivalent to GS-14 Step 7 (currently $167,012 Adjusted Pay). This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. Generally, current federal employees applying for APS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement. This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978. The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4. This position is covered by the Department of Defense Priority Placement Program.
