Responsibilities Direct, coordinate and oversee the planning, design and construction execution of the program in consultation with functional chiefs. Organize, direct, and coordinate activities of the districts support. Provide staff leadership in developing project schedules, budgets, manpower needs, milestones for programming and project management purposes. Oversee the development of all program-specific Project Management Plans (PMP) to assure optimum product schedule, cost, scope, acquisition plan, budget and quality through a risk informed planning process. Manage all phases of major projects to assure integration and coordination within established time frames and maintains corporate goals and objectives, consistent with commitments, policy, and measurable performance criteria. Make decisions, recommendations, and commitments regarding Corps of Engineers basic policies on project management matters. Specialized Experience: One year of specialized experience which includes 1) Overseeing a multi-disciplined team program comprised of multi-year military, civil, or reimbursable funded design and construction projects; AND 2) Analyzing construction program progress, complex issues, and provide recommendations/solutions to keep projects on schedule.; AND 3) Developing specific project management plans that include schedule, costs, scope, and risk management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above).
