U.S. Army Corps of Engineers Program Manager in San Antonio, Texas

Summary About the Position: This position is with the U.S. Army Corps of Engineers, Southwestern Division, Ft. Worth District, Engineering and Construction Division with a duty station location of San Antonio, TX. This announcement is NOT intended for current, permanent Army employees. Responsibilities Direct, coordinate and oversee the planning, design and construction execution of the program in consultation with functional chiefs. Organize, direct, and coordinate activities of the districts support. Provide staff leadership in developing project schedules, budgets, manpower needs, milestones for programming and project management purposes. Oversee the development of all program-specific Project Management Plans (PMP) to assure optimum product schedule, cost, scope, acquisition plan, budget and quality through a risk informed planning process. Manage all phases of major projects to assure integration and coordination within established time frames and maintains corporate goals and objectives, consistent with commitments, policy, and measurable performance criteria. Make decisions, recommendations, and commitments regarding Corps of Engineers basic policies on project management matters. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Overseeing a multi-disciplined team program comprised of multi-year military, civil, or reimbursable funded design and construction projects; AND 2) Analyzing construction program progress, complex issues, and provide recommendations/solutions to keep projects on schedule.; AND 3) Developing specific project management plans that include schedule, costs, scope, and risk management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above). You will be evaluated on the basis of your level of competency in the following areas: Leadership Oral Communication Planning and Evaluating Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Construction Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. If return rights are approved, a return rights agreement/statement of understanding will be required to be completed prior to appointment. Term Appointment NTE - Position may be filled as a Term Appointment NTE 13 months. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years.
