JOB SUMMARY:

*The Title 1 Homeless Education Liaison provides support to students and families to appropriately assess and address the enrollment, educational access and participation needs of students experiencing homelessness. They will provide information and training to staff, families, and agencies regarding the rights of children to access educational resources and locate students not enrolling or attending school. They will assist in the development, implementation and maintenance of programming to meet individual and diverse needs of all students through individual planning, guidance, and responsive services. *

  ESSENTIAL JOB DUTIES:

  1. Understand state and federal requirements of the McKinney Vento-Act and how those rights and services are implemented for students in SLCSD schools.
  2. Coordinates and collaborates with teachers and other personnel, resource specialists, agencies, families, students, and/or community (e.g. Courts, child protective services, etc.) for the purpose of providing/receiving requested information, making recommendations, and maximize student success and participation.
  3. Coordinate securing necessary supplies and required transportation for students.
  4. Counsels students, parents, and guardians to enhance student success in school.
  5. Develops a variety of programs for providing information to assist students in difficult situations.
  6. Utilize knowledge of the needs of students, families, school staff and community partners to enhance students' full participation and success in school.
  7. Complete and submit requests for program funding.
  8. Participates and presents in department, district, and school staff meetings, professional development workshops and seminars as assigned for the purpose of teaching administrators and teachers about McKinney requirements and resources for students.
  9. Prepares a wide variety of materials (e.g. quantity reports, student activities, correspondence, audits, etc.) for the purpose of documenting activities, providing written reference, conveying information, and/or fulfilling district, state, and national reporting requirements.
  10. Monitor program with effective and efficient record-keep procedures to ensure accountability and outcomes to allow for program adjustments when necessary.
  11. Presents information (e.g. budget overviews, accounting processes, distribution formulas, etc.) for the purpose of communicating information, gaining feedback and ensuring adherence to established internal controls.
  12. Performs essential duties and responsibilities efficiently, accurately and safely, with or without reasonable accommodation, and without posing a threat of harm to self or others.  
  13. Collaborates with families, colleagues and other professional to promote student growth and development.
  14. Adapts and improves practice based on reflection and new learning.
  15. Engages in learning experiences to enhance self and support others.
  16. Participates actively in decision-making processes while building a shared culture that affects the school and larger educational community.
  17. Advocates for the learner, the school, the community, and the profession.
  18. Attendance:  Must maintain regular and acceptable attendance at such level as is determined in the employer's sole discretion.  
  19. Is responsible for compliance with federal and state laws, State Board of Education administrative rules, state assessment polices, Salt Lake City School Dis rict board policies and supervisory directives.
  20. Is responsible for compliance with all requirements of State Board of Education Rule R277-330 Utah Effective Educator Standards at all levels to teacher development.
  21. Is responsible for compliance with all requirements of State Board of Education Rule R277-301 Educator Licensing.
  22. Maintain professional workplace etiquette and represents the department/district in a professional manner; communicate effectively and efficiently with diverse groups of people while maintaining confidentiality and positive working relationships with co-workers, students, parents, and other district employees.
  23. Demonstrates adaptability and understanding of cultural differences in working in a diverse environment while coping with stressful situations related to students and maintaining confidentiality.
  24. Performs other related duties as assigned or required.

MINIMUM QUALIFICATIONS:

  1. Valid Professional Utah School Counselor or School Social Worker License, a valid School Counseling license from another state that is transferrable to Utah, or a current Sate of Utah DOPL CSW or LCSW license and you agree that you will obtain the State of Utah Educators License in Social Work within two years of date of employment. 
  2. 3 years of prior school counselor or school social worker experience.
  3. Professional communication skills including, but not limited to:  excellent written and verbal communications skills; confident, articulate and professional speaking abilities; and emphatic listening and persuasive speaking skills.

PREFERRED QUALIFICATIONS:

  1. Spanish Speaker: speaks, reads, writes, and understands spoken Spanish.
  2. Have an ESL endorsement or will obtain one within 4 years of hire.
  3. Previous experience working with homeless populations.
  4. Previous experience working in a Title 1 school.
  5. Knowledge of relevant law and policy along with district procedures for assisting homeless students and families.

     

WORK ENVIORNMENT REQUIREMENTS:

  1. Risks found in the typical work environment, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations.
  2. Driving to work locations.
  3. Typically, the employee may sit comfortably to perform the work: however, there may be some walking, standing, bending, carrying light items, etc.
