State of Utah - Jobs Statewide Legacy Surplus Manager in SALT LAKE CITY, Utah

The Utah Department of Transportation (UDOT) is looking for a motivated person to join the team as the Statewide Legacy Surplus Manager with our Project Development's, Right of Way (ROW) Division. This position is responsible for monitoring and execution of a variety of UDOT's programs within the State of Utah. This includes, but is not limited to, managing the Legacy Surplus Transaction Management Program. 

As the Legacy Surplus Manager, you will oversee real estate transaction activities for a portfolio of Legacy and Municipal surplus properties on behalf of the State of Utah. You will recommend brokers from our approved pool to manage transactions for specific sites, subject to approval by the Deputy Director of Surplus and the Director of ROW. Your responsibilities will include selling and leasing industrial, office, retail, undeveloped, pre-entitled land, and other commercial properties for the State of Utah.

Principle Duties As the Statewide Legacy Surplus Manager you will:

  • Develop, direct and evaluate programs assigned to the ROW Division and are designated to this group. 
  • Monitor and evaluate operations, programs, processes and practices to ensure quality and effectiveness, making recommendations for improvements or changes based on legislative direction or leadership directives.
  • Monitor budgets including revenues and expenditures and budget projections.
  • Exercise final decision-making authority, including explaining decisions in various proceedings. Ensure that all decisions and actions are clearly communicated and comply with Federal and State laws, administrative codes, Department policies, and are in alignment with guidance from UDOT leadership and ROW management.
  • Coordinate and implement policy and procedural changes, including any updates required by law or policy, while fostering improvements that benefit the public, partner agencies, and departmental projects.
  • Interpret, clarify, and apply agency policies and procedures, business practices, Federal or State laws and regulations, including training central and region ROW personnel and the general public on compliance with current laws and policies.
  • Attend relevant training and conferences to enhance program management. 
  • Provide regular updates on program progress, reviewing and updating requirements, systems, or other program elements as needed to maintain compliance and ensure operational efficiency.
  • Monitor and document ongoing activities and emerging issues statewide, maintaining a history of actions for reference.
  • Oversee appraisal and title company/closing processes related to surplus transactions.  

Minimum Qualifications The qualified candidate for this position will have:

  • A Bachelor's degree, or higher in business, business administration, finance, real estate, or related field OR equivalent work experience.
  • Experience with program management and/or administration.
  • The ability to guide the exchange of sensitive, complicated, and difficult information, convey performance expectations and handle problems.
  • Leadership skills to motivate team impact on quality, efficiency, and effectiveness of the job subject area and department.
  • In-depth knowledge of Microsoft Office and Google products (Word, Excel, Google Docs, Sheets etc.).
  • Extensive organizational skills with a strong inquisitive approach
  • Sophisticated math skills involving financial business concepts in investment real estate.
  • The ability to calculate complex figures such as percentages, fractions, and other financial-related calculations.

Preferences Preference may be given to those with real estate experience. Supplemental Information Here is some information you should be aware of:

  • Working Conditions - Risks found in the typical office setting, whic is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Physical Requirements - Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
  • Employee may be reassigned to a different location as deemed necessary by the Region Director/Group Leader.
