Job Description:
We are looking for a Real Estate Project Manager to join our team.
About the Position:
The Real Estate Project Manager is a key player in the City's real estate transactions. This is a professional level position requiring advanced knowledge of real estate transactions, development, and public policy, who navigates the intricacies of property acquisition, disposition, and lease management while also considering Citywide goals and objectives. The Real Estate Project Manager will collaborate across departments and with external partners to ensure the successful completion of public projects.
The ideal candidate will have graduated from an accredited college or university with a bachelor’s degree in business, real estate development, public policy, urban planning, finance, or a related field. Four (4) years’ experience in urban planning, commercial real estate, real estate development, finance and/or public policy required. Related experience may be substituted for education on a year-for-year basis. Preference will be given to candidates with public sector experience.
About the Team:
The Real Estate Services (RES) is dedicated to the strategic management of the City's real property portfolio. Responsibilities encompass the acquisition and disposition of City-owned properties, land use agreements in the right-of-way, and the management of surplus and leased properties. This includes right-of-way encroachments, outdoor business permits, telecommunication and franchise agreements.
RES is responsible for structuring and executing real estate and development transactions related to City-owned property. RES works closely with other City departments, businesses, developers, and community stakeholders to ensure that City real estate assets are managed effectively and in alignment with the City's broader strategic goals.
Work Schedule:
This position typically works Monday – Friday from 8:00 a.m. – 5:00 p.m.
This position allows for a hybrid work schedule with three days required in office.
Position Salary Range:
$72,232/yr. - $98,630/yr.

Key Responsibilities:
Project Management: Perform responsibilities as project lead on real estate transactions. Assist in managing real estate projects from inception to completion, including preparing Requests for Proposals. Coordinate with internal and external partners to ensure successful project outcomes. Manage external consultants and facilitate stakeholder meetings.
Contract Negotiation & Documentation: Negotiate property transaction and other contract terms and prepare legal documents, including purchase agreements, leases, easements, and deeds, for review by the City Attorney’s office.
Lease Management: Manage and administer leases for city-owned properties, including tracking lease terms, ensuring compliance, and negotiating renewals or terminations.
Acquisition & Disposition: Manage the procurement and disposition of real property for public projects such as parks and public lands, right of way expansions, municipal buildings, and redevelopment projects.
Property Research: Research property titles, coordinate appraisal services, and review appraisal reports. Abstract public records for chain of title and encumbrances; verify legal descriptions on deeds, plat maps, surveys and engineering drawings and resolves discrepancies.
Market Analysis and Financial Modeling: Analyze project proformas and related financials for proposed public-private development projects. Prepare high-level site development and project feasibility analysis. Conduct market analyses and estimate real estate values. Utilize financial data to negotiate land value and financial incentives with development partners.
Policy & Procedure Development: Assist in the development and implementation of policies and procedures for real property management. Ensure all City departments comply with relevant laws and policies regarding surplus land disposition and lease/use permits.
Stakeholder Communication: Foster and manage relationships with internal stakeholders, facilitating communication so that all departments are informed and engaged in property-related decisions. Respond to public inquiries and coordinate with other public agencies on property issues. Represent the Real Estate Services Division in community forums and other public meetings as necessary.
Reporting & Documentation: Prepare reports, presentations, and documentation related to real estate projects and transactions for review by department leadership and City Council.
Performs other duties as assigned.
Minimum Qualifications:
Graduation from an accredited college or university with a bachelor’s degree in business, real estate development, public policy, urban planning, finance, or a related field. Familiarity and experience with project management duties including project implementation from conception to completion.
Demonstrate the ability to build and maintain positive working relationships. Utilizing strong communication, problem-solving skills, time management, and the ability to adapt to change, resolve conflicts, and maintain attention to detail.
Demonstrated proficiency with personal computers including word processing, spreadsheets and other related software programs. Ability to collect, analyze and report statistical and financial data.
An understanding of the economic development and capital improvement goals of the City.
Desired Qualifications:
Possession of current Utah Real Estate License.
Right of Way (ROW) professional designation.
Working Conditions:
Intermittent travel to various property sites. Intermittent walking, standing, sitting. Occasional evening meetings.
Frequent exposure to stress as a result of human behavior and the demands of the position.
