State of Utah - Jobs Manager II in MOAB, Utah

Service Area of the Workforce Development Division (WDD) with the Department of Workforce Services (DWS) is seeking a skilled and motivated individual to fill a Manager II position.  This position will manage the daily affairs of the WDD operations for the 

Moab and Blanding Employment Centers

 as well as supervise a multi-functional team of employment counselors that work with several WDD programs/teams, including: 

WIOA & Trade, FEP, Connections, TANF Family Rehousing, Work Success / Workshops, Veteran Intensive Services, Employer Services and Community Outreach.

This position may be underfilled at the supervisory level based on the selected candidate's knowledge, skills, and abilities. Promotion to the full performance level is contingent upon meeting required qualifications, demonstrated performance, and supervisory approval

Principal duties

  • Providing knowledge of demand driven concepts and effectively communicating to staff their role in contributing to the success of the program.
  • Identifying developmental needs of others and coaching, mentoring, or otherwise helping others to improve their knowledge, skills and abilities.
  • Monitoring and evaluating workforce development operations, programs, processes and/or practices for quality and effectiveness; making recommendations for improvement.
  • Ensuring compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards and guidelines, etc.
  • Recommending, advocating, and/or implementing new and/or changes to existing policies and procedures, laws or regulations.
  • Evaluating program performance, implementing economic service area (ESA) plans and formulating strategies to meet desired outcomes.
  • Observing, measuring and evaluating outcomes against goals and objectives and directing the development and implementation of solutions and/or organizational changes.
  • Communicating services, plans and goals of public workforce system to partners, economic and community leaders and other interested parties.
  • Monitoring area budgets and expenses, training fund allocations/expenses, and managing physical facilities.
  • Providing community awareness by interacting and/or setting up ad hoc committees or advisory groups with local and community economic leaders on workforce development plans and goals to ensure a successful public workforce.
  • Supervising subordinate personnel including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions.

Ideal Candidate The ideal candidate for this position is someone who has the following:

  • Solid understanding of DWS programs.
  • Previous supervisor and case management experience.
  • Experience creating and maintaining partnerships with community and educational partners.
  • Firm grasp of motivational interviewing, trauma awareness, and the Department's family focus case management approach.
  • Excellent communication and innovative problem solving skills.
  • Knowledge of applicable demand driven concepts, laws, rules, regulations and/or policies and procedures, principles, theories, and practices of performance management.
  • Ability to think critically to analyze issues, identify alternate courses of action, and then follow through with those actions, change management skills and the ability to manage culture,
