Job Description:

Our Redevelopment Agency team is looking for a Financial Analyst!

About the Position:

The Financial Analyst is essential for managing the Redevelopment Agency of Salt Lake City’s financial operations, including accounting, financial analysis, loan portfolio management, and process improvement. Key duties involve ensuring accounting accuracy, responding to audit inquiries, preparing financial reports, and serving as the primary financial contact.

The ideal candidate will have the skills to analyze, reconcile, forecast and communicate the Agency’s financials to propose the efficient and effective use of funds. This candidate will also have the strategic and communication skills to collaborate with staff and our partners to find financial solutions to fund community projects amidst a complex budget and workload.

Work Schedule:

Agency staff are currently working a full-time hybrid schedule, Monday – Friday with 2 days working from home and 3 days in office. Additional office attendance may be required based on operational needs.

Key Responsibilities:

Accounting and Financial Management

  • Ensure accurate accounting in the ERP system.

  • Reconcile the general ledger and resolve any discrepancies.

  • Respond to audit requests and prepare financial statements.

  • Manage month-end reporting, accounts receivable, and accounts payable.

Budget Management

  • Assist with the preparation and management of the annual budget and budget amendments.

  • Support budget management efforts across various projects and departments.

  • Present financial data and analysis to leadership.

Financial Analysis

  • Conduct financial analysis to support strategic decision-making.

  • Connect financial data with operational data and other performance metrics.

  • Utilize advanced Excel skills, including Power Query, Pivot Tables, and advanced functions, to analyze and present financial data.

Loan Portfolio Management

  • Read and interpret loan agreements to set up loans accurately in the loan system.

  • Process payments and ensure they are properly accounted for in the ERP.

  • Prepare loan statements and respond to audit requests related to loans.

  • Act as the primary point of contact for borrowers, addressing inquiries and providing support.

Process Improvement

  • Identify opportunities for process improvements in financial operations.

  • Develop and implement strategies to enhance efficiency and accuracy in financial processes.

  • Collaborate with the accounting team to streamline workflows and reduce redundancies.

Project Support

  • Assist project managers and other staff in ensuring project budgets are managed and accounted for properly.

  • Provide financial insights and recommendations to support project success.

Stakeholder Interaction

  • Serve as the primary point of contact for internal and external financial inquiries.

  • Collaborate with various stakeholders to ensure accurate financial reporting and compliance.

Other Duties as Assigned

  • Perform additional tasks and responsibilities as required to support the Agency's financial operations and objectives.

Preferred Qualifications:

  • Advanced Excel skills, including Power Query, Pivot Tables, and advanced functions.

  • Experience with ERP systems, such as Workday or similar software.

  • General ledger management experience.

  • Knowledge of loan agreements and loan management processes.

  • Experience in identifying and implementing process improvements.

  • Excellent communication and interpersonal skills to interact effectively with stakeholders.

    Position Salary Range:

This position may be filled at a level I, II, or III based on the selected candidates’ credentials.

Financial Analyst I: E22 - $48,927/yr. to $66,721/yr.

Financial Analyst II: E25 - $56,598/yr. to $77,193/yr.

Financial Analyst III: E30 - $72,232/yr. to $98,940/yr.

Job Level Distinctions:

Financial Analyst I - Following established procedures, performs specialized financial, accounting or planning activities following general project or departmental guidelines, procedures and precedents in support of various financial functions such as budgeting and auditing. Exercises discretion and independent judgment in the afore-mentioned duties. Requires one to three years of related work experience.

Financial Analyst II - Following general instructions and with discretion as to work details, performs specialized financial, accounting, investigations, coordination and analysis requiring competence and specialized knowledge of various financial functions such as budgeting and auditing. Requires three to five years of related work experience.

Financial Analyst III - Develops, interprets and implements highly complex financial/accounting concepts and advanced techniques for financial planning and control. Provides specialized technical analysis to determine present and future financial performance. Directs the development and implementation of new concepts and techniques for financial information analysis. Requires five to eight years of related work experience. A Master’s degree level of education or certification may be required at this level.

Minimum Qualifications:

  • Graduation from an accredited four-year college or university with a degree in accounting, finance, business administration, public administration or related field plus work experience, as stipulated for each level noted above. Education and work experience may be substituted one for the other on a year-for-year basis.

  • Knowledge of finance and accounting theory, including generally accepted accounting principles. Ability to perform complex statistical analysis and research methods used in budgeting, forecasting, financial analysis and financial modeling.

  • May require knowledge of the specific laws, ordinances and regulations governing financial operation of the City and experience in municipal accounting/auditing.

  • Basic typing skills and advanced knowledge of personal computer operation, including proficiency with office software applications such as MS Word and Excel and accounting programs.

  • Ability to communicate effectively with others, both orally and in writing.

  • Ability to understand and follow oral and/or written policies, procedures and instructions.

  • Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.

Working Conditions:

  • Light physical effort. Some discomfort associated with prolonged periods of confinement to work station, concentrating on figures and computer reports, and video display screens.

  • Low to high exposure to stressful situations as a result of human behavior and associated job demands.
