State of Utah - Jobs Cross Connection Program Manager in SALT LAKE CITY, Utah

The Department of Environmental Quality is looking to fill the Cross Connection Program Manager position as an Environmental Scientist III in the Division of Drinking Water.

Job Description

  • Program Management: Lead and manage the state s Cross Connection Control Program, including the certification of Program Administrators and Backflow Testers. 
  • Certification Oversight: Administer and maintain records for certifications, approve continuing education units (CEUs), and ensure compliance with program standards. 
  • Training and Support: Develop and deliver training programs, provide technical assistance, and serve as a resource for water systems and operators. 
  • Data Management: Utilize databases and technology to handle large volumes of data, ensuring accuracy, organization, and accessibility to enhance program effectiveness. 
  • Strategic Improvement: Identify opportunities to improve and innovate within the program, grow the certification base, and apply critical thinking and creative solutions to meet evolving challenges.
  • Operator Certification Support: Assist the Operator Certification Program by providing administrative and technical support, ensuring coordination between certification programs and regulatory compliance.
  • *Additional Duties: * Perform other duties as assigned to support the division's mission ensuring program success and contributing to overall organizational goals.

  • Minimum of 5 years as a Cross-Connection Program Administrator or Specialist, with a proven track record in managing and enforcing cross-connection control programs.
  • At least 5 years of hands-on experience as a Certified Backflow Assembly Tester, with strong knowledge of testing protocols and troubleshooting.
  • 8 years of experience as a Certified Drinking Water Operator, demonstrating expertise in water treatment and distribution systems.
  • 8 years of experience working with drinking water regulations, including compliance with local, state, and federal guidelines.
  • Strong ability to educate, train, and communicate effectively with external stakeholders, water system staff and community members.
  • Demonstrated ability to learn and utilize new database systems for program management, reporting, and compliance tracking.
  • An ability to communicate with and achieve buy-in from stakeholders to further division objectives.
  • An ability to ensure day-to-day work is in alignment with the division's strategic direction.
  • An ability to think strategically, anticipate future needs, and effectively develop and execute agency policies and processes.

Minimum Qualifications Include

  • A minimum of High School Diploma; bachelor s degree in science, engineering, public health, or a related field from an accredited university preferred.
  • Certification as a Cross Connection Program Administrator or Specialist.
  • Certification as a Backflow Assembly Tester.
  • A minimum of eight years of experience in the environmental science, engineering, environmental/public health or regulatory enforcement, auditing, or a related field in the public sector.
  • Additional management certification such as a projec t management or certified public manager preferred. 

Work Location

This position may be eligible for a hybrid of both in-office/hybrid work schedule (2 days a week required in office and any mandatory in office meetings) and remote work days (work must be performed in Utah). Our office is located at 195 North 1950 West, Salt Lake City, Utah. A position's eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason.  Note: Under Administrative Rule R13-4 all work must be performed within the State of Utah. As su h employees should either reside in Utah or be in the process of relocating to within 30 days of their start date.
