GENERAL DESCRIPTION:

Under general supervision, performs and supervises the enforcement of the ordinances within Chapter 7 of the

Salina City Code; assumes responsibility for the daily animal control operations of the Animal Services

Division; performs Animal Control Officer duties; maintains animals housed at the Salina Animal Shelter. Work

varies, requiring interpretative judgment within prescribed standards and procedures.

TYPICAL DUTIES:

o Assumes responsibility for the daily animal control operations of the Animal Services Division.

o Trains and supervises Animal Control staff; assists with performance evaluations and interviewing

departmental applicants.

o Assists with writing, revising and implementing departmental policies and procedures; plans and creates

training materials; participates in regularly scheduled division meetings.

o Assists with administrative duties, prepares reports, proofreads and submits case reports.

o Investigates and assists with resolving customer complaints and employee conflicts.

o Performs all Animal Control Officer duties to include but not limited to enforces city ordinances and

regulations; issues licenses and permits for dogs and cats residing in Salina City Limits; provides public

education on animal control ordinances and regulations and animal care methods/techniques; establishes

quarantines involving rabies incidents and other health concerns as needed; prepares rabies specimens for

laboratory tests; performs first aid on injured animals; impounds animals, cleans and cares for housed

animals; performs euthanasia by means of lethal injection; picks up dead animals found in public streets and

highways; disposes/incinerates animal carcasses.

o Works variable schedule to include evenings, weekends, holidays, and overnight calls.

o Performs overtime as needed; performs related work and other duties as assigned.

SUPERVISION - RESPONSIBILITY FOR WORK OF OTHERS:

Oversees Animal Control Officers, volunteers, and volunteer activities as needed.

MINIMUM EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS:

Any combination of education and experience equivalent to the following:

o High school diploma or G.E.D.

o Module A & B of National Animal Care & Control Association training, current certification in chemical

capture and proven proficiency on euthanasia methods verified and approved by a licensed veterinarian

within six (6) months from start date of employment.

o Minimum of one (1) year experience working as an Animal Control Officer or related field with domestic

animals.

o Must possess a valid Kansas drivers license.

RESIDENCY REQUIREMENTS:

This position has a 40-minute response time by way of the most direct route and within the posted speed limits;

or must live within the city limits of Salina, Bennington, Minneapolis, McPherson, Solomon, Abilene, or Carneiro.

Effectively and efficiently navigates Salina and various sites within the city when responding to calls and requests

for assistance. (Daily)

Demonstrate and apply proper methods and techniques to safely handle, care for, capture, impound and

euthanize animals. (Daily)

Possess the ability to calmly receive, investigate, respond to and resolve inquiries and complaints. (Daily)

Ability to promote and maintain public interest and positive relations. (Daily)

Prepare, organize and file records, reports and other documents. (Daily)

PHYSICAL DEMANDS OF ESSENTIAL JOB FUNCTIONS:

Work Type: Medium, exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force

frequently, and/or up to 10 pounds of force constantly to move objects.

Climbing/Balancing: Minimal, ability to sit and stand.

Walking: Moderate amount required.

Stooping/Bending: Frequently.

Stand/Sit: Sit about 50 percent of the time.

Reaching: Moderate, overhead as well as horizontal.
