Summary About the Position: This is a military technician position with the 88th Readiness Division, Reserve Personnel Activity Center (RPAC) St. Louis HUB MO028 located St. Louis, MO. Analyze significant military HR management issues and problems and develop recommendations and alternative solutions. Provide guidance, interpretations, training and/or briefings on current and proposed policies. Plan and draft military HR management policies and guides to meet the needs and goals of the SRPC. Manage and provide technical advice and guidance regarding the establishment and maintenance of pay accounts. Process, audit and edit of the complex pay actions. Research complex pay complaints and issues. Ensure compliance with internal controls to minimize pay problems and inquiries. Compile and analyze data to identify trends, deficiencies and accomplishments. Manage personnel, finance and automated systems activities. Prepare reports and present briefings. Perform periodic quality control reviews. Supervise the daily activities of personnel. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and set deadlines. Give advice, counsel, and instructions to employees on both work and administrative matters. Identify developmental and training needs of employees. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes utilizing knowledge of military personnel, military finance and administrative regulations; operations procedures to manage military personnel programs; reviewing personnel/pay actions and resolving complex pay issues; directing the work of subordinates; and complying with internal controls and inquiries. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Accountability Administrative Law Employee HR Management - Basic Fundamentals and Operations of Military and Civilian Pay Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
