CITY OF ST JOSEPH Superintendent of Solid Waste/Recycling in SAINT JOSEPH, Missouri

Job Summary/Scope Oversees operations of the landfill and recycling center. Ensures compliance with federal, state and local environmental regulations and laws established by the Environmental Protection Agency, Missouri Department of Natural Resources and other applicable agencies. Oversees the direct and indirect supervision of all landfill and recycling employees. Prepares and administers the budget for operation of the landfill, recycling center and for purchase of equipment, materials and professional services.

Supervisory Responsibility

Integral to the position of Superintendent is the responsibility for developing subordinates to their fullest potential by exercising appropriate degrees of coaching, training, guiding, evaluating, correcting and, if necessary, disciplining.

Essential Duties and Responsibilities

  • Purchases all necessary materials, equipment and parts necessary for operation.
  • Solves problems related to proper operation and design of landfill and recycling
  • center projects.
  • Oversees scheduling of employees and equipment to maintain the overall
  • operation of the landfill and recycling center.
  • Conducts inspections at the landfill to ensure compliance with State and Federal
  • Regulations.
  • Maintains records to meet State and Federal regulations.
  • Review all special waste request forms submitted to the landfill.
  • Writes and approves specifications for the purchase of new equipment.
  • Preforms personnel related functions such as review performance of employees, hiring, firing, discipline, promotion and demotion.
  • Oversees maintenance of heavy equipment used in the landfill operation.
  • Member of the county LEPC.

Other Duties and Responsibilities

  • Oversees and provides guidance to the Chief Master Mechanic with equipment maintenance.
  • Operates equipment including dozers, scrapers, loaders, motor grader, skid steer
  • loaders, materials baler and roll off truck when needed to maintain operational strength.
  • Assists with marketing of recycled products.
  • Performs all other duties as assigned.
