Air National Guard Units QUALITY ASSURANCE SPECIALIST (TITLE 5) in Saint Joseph, Missouri

Summary This is a National Guard Title 5 Excepted Service Position. This position is an Indefinite GS-1910-11 QUALITY ASSURANCE SPECIALIST (TITLE 5), PD# T5801700 and is part of the MO 139th Airlift Wing. This is a bargaining position. SEE NOTE UNDER CONDITIONS OF EMPLOYMENT BELOW. Responsibilities Reviews the QAR work activities engaged in inspecting and evaluating contractor’s work performance. Manages overall surveillance of the contractor’s work performance through personal inspections and engaging assigned Quality Assurance Specialists. Oversees and participates in the Development of the Quality Assurance Surveillance Plan (QASP) and periodically ensures its currency. Coordinates changes with the ACO, functional users, and command managers. Incumbent receives, reviews, and validates the contractor’s certificate of services. Reviews reports of inspections and discrepancy reports and resolves conflicts between Air Force and Contractor personnel. Acts as final authority (at unit level) on what constitutes a mission impact in determining contract compliance with the simulator availability rate Discusses required changes to the contractor’s quality control program with the contractor representative and prepares recommendations to appropriate agencies. Verifies security clearances and coordinates simulator facility visit requests. Meets with wing and squadron training personnel to determine TD monthly training schedules. Provides briefing to local and higher management officials on the status of TD operations. Serves as member/evaluator for pre-award survey teams and acquisition/modification source selections relating to simulator complexes. Reviews operations test and evaluation plans and on-site support agreements. Perform other duties as assigned. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Must possess experience, education or training involving planning, developing, or administering quality assurance programs (i.e., supporting the development, acquisition, production, use, maintenance, storage, and supply of products concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items); and using computer and automation systems. GS-11 SPECIALIZED EXPERIENCE: Must possess at least one year of experience at the GS 09 grade level or equivalent that demonstrates thorough knowledge of quality assurance methods, principles and practices to verify that essential quality requirements have been met, identify problem areas, and recommend corrective action. Experience must demonstrate thorough knowledge of assigned aircraft, component systems, and support equipment to detect deficiencies in production rework areas; experience in aircraft inspection methods, techniques and practices to detect conditions which may compromise quality; ability to use precision measuring equipment, gauges and instrumentation for testing and special inspections; experience in applying statistical analysis, sampling methods, and techniques to determine compliance with the established standards; and ability to interpret and apply contract and engineering specifications, regulations, policy statements and other guideline material to the maintenance functions.
