Bureau of Reclamation Program Support Specialist in Sacramento, California

Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Program Support Specialist. You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment. Duty Location: Sacramento, California (Must be within commuting distance of the Sacramento Office) Responsibilities Duties at full performance level: - Serves as a Program Support Specialist providing fleet program, property program, and project support to the Property Program Management Branch. - Assists with analytical data and data entry for the 6-year budget for the fleet program and monitors reallocation of funds consistently and appropriately, to assist fleet manager with fleet budget, to control costs. - Serves as the point of contact and liaison with the Division of Acquisition Services personnel involved in developing contracts for construction work for Regional space planning, goods, and services, and in preparation of RWA's Interagency Agreements with GSA. - Prepares documentation to support purchase transactions, based upon input from program and project managers and acquisition staff, defining scope and requirements of the proposed transaction, including preparation of technical work requirements and justifications. - Performs a variety of program support, coordination, and implementation activities and conducts administrative duties for the assigned office. GS-07 Specialized Experience: To qualify at the GS-07, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service having demonstrated experience but not limited to: Analyzes/evaluate program plan content for competence and projected impact on programs and resources; Assist in coordinating phases of construction related to space planning projects; Preparing documentation to support purchase transactions; process timesheets, correspondence. OR Completed one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR The superior academic achievement provision is to be used to determine eligibility for applicable GS-07 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for bachelor's degree from an accredited college or university with a qualifying grade point average (GPA), class standing, or honors society. GS-09 Specialized Experience: To qualify at the GS-07, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service having demonstrated experience but not limited to: Analyzes/evaluate program plan content for competence and projected impact on programs and resources; Provide support in creating and modifying Computer Aided Design (CAD) drawings for space planning projects; Assist in coordinating phases of construction related to space planning projects; Performs analysis for activities relating to general contracts and fiscal management policies and procedures; Preparing documentation to support purchase transactions; process timesheets, correspondence. OR Possess a Master's or equivalent graduate degree OR two full years of progressively higher-level graduate education leading to such a degree OR LL.B. OR J.D., if related. OR Possess a combination of post high school education and experience that together meet the qualification requirements for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Education GS-07 Salary Range: $54,203 - $70,466 GS-09 Salary Range: $66,300 - $86,190 This vacancy announcement allows substituting education for experience at the GS-07/09 grade levels.
