South Middlesex Opportunity Council Monitoring and Compliance Manager in Roxanna Street Framingham, Massachusetts

SUMMARY:

Reporting to the Division Director, Child Care and Head Start, this position is responsible for the ongoing monitoring and compliance of all aspects of SMOC’s Child Care and Head Start programs. The selected candidate will help ensure SMOC is meeting and exceeding all expectations, regulations and requirements by the department’s funders.

PRIMARY RESPONSIBILITIES:

  • Oversee ongoing monitoring and compliance of all aspects of the Child Care and Head Start programs.

  • Collect and analyze data and reports along with Division Director as required by funders and reporting requirements, ensuring full compliance with Head Start standards and Department of Early Education and Care (EEC) regulations.

  • Manage related software systems to maintain data integrity and efficiencies, including tracking Head Start in-kind collection and tracking new collaborations and partners.

  • Maintain annual program calendar and collaborate with staff and partners to ensure calendar activities are completed on-time.

  • Work with and support managers and staff to monitor and support program compliance and provide guidance and technical support regarding program policies, procedures and reporting systems.

  • With program leadership and direction, engage and strengthen relationships with program funders and external partners to ensure program updates, procedures and processes are followed.

  • Assess and evaluate paper and electronic program filing systems to ensure proper retention and destruction of program files in compliance with contract requirements.

  • Positively represent SMOC’s Child Care and Head Start programs in a community liaison capacity.

  • Attend a variety of meetings to ensure compliance with agendas, votes, and regulatory requirements; collect and maintain all meeting minutes in SharePoint.

  • Other duties as assigned.

KNOWLEDGE AND SKILL REQUIREMENTS:

  • Bachelors or Masters in Degree in Early Ed, School Administration or Project Management

  • Strong organizational skills

  • Great communication skills

  • Strong computer skills

  • Bilingual skills a plus

  • Ability to work on long term projects

  • Ability to work independently as part of a larger team

  • Ability to travel to different sites within the department’s geographic region

ORGANIZATIONAL RELATIONSHIP:

  • Directly reports to the Division Director.

  • Direct reports of this position are none.

PHYSICAL REQUIREMENTS:

  • Must be able to sit or stand for at least two hours at a time. Must be able to bend, sit, stand, walk up and down stairs. Must be able to lift up to 25 pounds as needed.

WORKING CONDITIONS:

As part of the responsibilities of this position, the Monitoring and Compliance Manager will have direct or incidental contact with clients served by SMOC in various programs funded or administered through the Office of Head Start and Department of Early Education and Care. A successful background check is required.

REMOTE WORK OPTION:

Remote work is permissible in some positions at SMOC depending on the key functions and responsibilities. The Monitoring and Compliance Manager is eligible to work from home on occasion in scheduling coordination with the department manager, but not as a regular part of the weekly schedule.
