MINNCOR Industries provides premium manufactured goods and services to government entities, educational institutions, non-profit organizations, and private sector companies in Minnesota. Our Mission is to provide offenders job skills training to support positive behavior and successful transition into the community, at no cost to taxpayers. This position serves as a senior leader responsible for ensuring appropriate and consistent accounting and finance operations while providing management of transactions support services, budget analysis, and reporting services in support of MINNCOR operations. Specific responsibilities include to:

  • Administer, manage, and direct the operation of the MINNCOR Financial Services unit so that budgeting, general accounting, financial reporting, accounts payable, accounts receivable, cost accounting, inventories, and cashiering are provided and appropriate financial management policies, records, and internal controls are maintained in compliance with the laws and statutes of the United States of America and the State of Minnesota.

  • Serve as the senior leader in the finance department providing direct support to shared managers, ensuring optimal operations, cross-functional collaboration, and continuous process improvement is consistently applied.

  • Coordinate and direct the preparation of annual MINNCOR program budgets for revenues and expenditures, so they reflect the resources available to support the mission of MINNCOR, each MINNCOR business unit, and the DOC as a whole.

  • Direct and assist with the development of revenue budgets and spending plans for various MINNCOR industry programs and business units so there are sufficient resources to operate and to ensure financial resources are appropriately utilized in support of the DOC and MINNCOR missions, and in conformity with fiscal legislative intent.

  • Consult and advise on the financial status of current operating budgets so that senior management has the required information to make sound managerial decisions.

  • Exercise managerial responsibility so that appropriate actions are taken with staff in support of the agency's mission and in accordance with MINNCOR goals and union contracts.

  • Direct and manage the development and maintenance of documentation for internal control standards related to fiscal management within MINNCOR.

  • Perform special duties as assigned.

Minimum Qualifications

Three (3) years of managerial or supervisory accounting/finance experience, involving responsibility for a large, complex system of accounts.

OR

Five (5) years of advanced professional-level accounting/finance experience (e.g. Accounting Officer Senior), involving responsibility for a large, complex system of accounts.

(A Bachelor’s or advanced degree in Accounting, Finance, Business Administration or closely related field may be substituted for one year of either experience requirement listed above.)

Experience must include the following:

  • Developing detailed budgets for a large, complex organization including creation, implementation, and management of budget development processes at a business unit or division level.

  • Providing work direction to accounting/finance staff.

  • Data analysis, financial planning and performance, and/or forecasting and projection reporting.

  • Advising or collaborating with executive leadership, management, and cross-functional committees/teams on business financials.

  • Developing financial reports.

Other Required Knowledge, Skills, and Abilities:

  • Knowledge of governmental or large corporate accounting and budget processes.

  • Knowledge of automated accounting/payroll or Enterprise Resource systems.

  • Basic knowledge, training, and/or experience in project management operations.

  • Excellent oral and written communication skills sufficient to conduct group presentations and deal diplomatically with a variety of clientele.

  • Skills and ability to develop financial reports, which impact management decision-making.

  • Advanced skills and ability to develop financial reports, which affect management decision-making.

Preferred Qualifications

  • Three or more years of managerial or supervisory accounting experience.

  • Bachelor’s or advanced degree in Accounting, Finance, Business Administration or closely related field.

  • Possession of a professional certification such as Certified Government Financial Manager, Certified Public Accountant, Certified Internal Auditor, Certified Management Accountant, Certified Financial Manager, Certified Fraud Examiner, or Project Management Professional.

  • Knowledge, training, and/or experience in diversity and inclusion concepts and operations.

  • Working knowledge of current and innovative information technology trends, applications, and software usage including SharePoint and Big Data utilization, development and management.

  • Experience and/or education in the corrections field (law enforcement, jails/detention, criminal justice, case management/social work, policy/litigation/research, etc).

  • Experience working in the SWIFT system and/or the payroll component of the SEMA4 system.

  • Experience leading cross-functional, collaborative teams with ability to drive results/impact to mission as well as overall goals and objectives.

  • Experience working within a shared management structure (reporting to two or more managers/executive leaders).

  • Experience working in change management or serving as an organizational change agent.

  • Experience establishing or managing leadership development programs/processes and/or building high quality teams.
